The 2030 Agenda for Sustainable Development (2030 Agenda) Sub-Fund was established in May 2016, as part of the United Nations’ Peace and Development Trust Fund (UNPDF), following an agreement signed between the United Nations and the Government of the People’s Republic of China. The main purpose of the 2030 Agenda Sub-Fund is to support the work of development entities of the United Nations in implementing the 2030 Agenda for Sustainable Development, including the achievement of the SDGs adopted by Member States in September 2015, through universal, transformative, innovative, and pro-active projects, which would build and strengthen the required capacities to address the enormous challenges faced by all governments and even more for governments in developing countries.

The 2030 Agenda Sub-Fund is managed by a Programme Management Unit (PMU) hosted by the Capacity Development Programme Management Office of the UN-DESA.

Priorities

A. Summit of the Future

Objective: To support initiatives led by the UN Secretary-General aimed at addressing pressing global development issues through established frameworks.

  1. Frameworks and Initiatives: Promote and align with the frameworks of the Pact for the Future, Global Digital Compact, Declaration on Future Generations, and UN 2.0.
  2. Inclusive Representation: Enhance the voice and representation of developing countries—especially least developed countries, landlocked developing countries, and small island developing states—in global economic governance.
  3. Agenda Implementation: Support full implementation of the 2030 Agenda for Sustainable Development by 2030 and continue efforts beyond that date.

 

B. Financing for Sustainable Development

Objective: To enhance the capacities and economic resilience of developing countries through cohesive, sustainable, and inclusive policy support.

  1. Capacity Development
    • Strengthen national capacities of developing countries, particularly those involved in the Belt and Road Initiative, to:
      • Formulate cohesive policies.
      • Enhance trade and diversification.
      • Promote sustainable industrialization.
      • Foster financial stability and regional connectivity.
    • Integrate the principles of the 2030 Agenda for Sustainable Development into national plans and strategies.
  2. Poverty Eradication and Inclusive Growth
    • Address poverty in all its forms, with a focus on extreme poverty.
    • Promote equitable, resilient, and sustainable economic systems that include:
      • Access to quality education and healthcare.
      • Opportunities for decent employment.
      • Well-designed social protection systems.
      • Inclusive industrialization, infrastructure, and structural economic transformation.
  3. Environmental Conservation and Climate Action
    • Support conservation, protection, and restoration of ecosystems.
    • Strengthen efforts to combat climate change and other environmental challenges, with a focus on promoting innovative technologies in developing nations.
  4. Resource Mobilization and SDG Implementation
    • Support developing countries in strengthening their domestic systems for resource mobilization and other means of implementation, to achieve the Sustainable Development Goals.

C. Science, Technology, and Innovation, and Digital Cooperation

Objective: To foster a forward-thinking, coordinated, and inclusive approach to digital and technological advancement.

  1. Principles of Development: Encourage innovative, coordinated, open, green, and shared development.
  2. Technology Governance: Prioritize strengthening governance of emerging technologies—such as artificial intelligence, the digital economy, and space—to ensure these advancements benefit humanity.
  3. Digital Cooperation: Foster partnerships that support digital cooperation for sustainable development.
