By reflecting on achievements and identifying the persistent challenges facing Asia-Pacific LDCs, the review seeks to provide actionable insights and recommendations that will support the sustainable development of the region’s LDCs."

"The annual Ministerial Meeting of the Least Developed Countries continues to serve as an important platform for LDCs to deliberate and strategize on critical issues concerning development, economic growth, and sustainable progress. This year's meeting holds particular significance, as it takes place in the immediate aftermath of the Summit of the Future and amidst the accelerated preparations for the Fourth International Conference on Financing for Development (FfD4). LDCs must not miss the opportunity to reflect on their challenges and problems and demand enhanced support and cooperation in FfD4. These milestones are crucial in determining whether multilateralism and development finance will evolve to adequately address the unique needs and challenges faced by LDCs, guiding them toward sustainable development.

LDCs express deep appreciation for the ongoing support from all development partners and stakeholders, which is outlined in the roadmap on accelerated implementation of the DPoA prepared by OHRLLS. However, as the most vulnerable group of countries, disproportionately facing emerging shocks and historical inequalities, the need for sustained international support is more pressing than ever. In this context, the ministerial meeting will focus on accelerated mainstreaming and implementation of the Doha Programme of Action and its key deliverables. This will make important contributions to bolster the implementation of the sustainable development goals.

The Meeting will provide an opportunity for the ministers and representatives to share their experiences, highlighting both the progress made and the challenges faced amidst ongoing global crises. Additionally, it will allow the Friends of LDCs to provide updates on their continued support and share updates on potential avenues for strengthening assistance to the least developed countries."

OHRLLS: Workshop on Mainstreaming and Monitoring the Implementation of the Doha Programme of Action for the LDCs (DPoA)

"OHRLLS has developed the Guidelines for Mainstreaming and Monitoring the Implementation of the DPoA. These guidelines offer practical, step-by-step directives and tools to assist governments and other national players in the LDCs in incorporating the DPoA into the national development plans and establishing robust monitoring mechanisms. The guidelines also serve as a useful reference for the UN Country Teams in the LDCs to provide enhanced support in this regard.

This year’s meeting of the LDCs NFPs aims to launch the Guidelines and provide orientation of tools designed for mainstreaming and monitoring of the implementation of the DPoA. Participants will engage in extensive discussions on the application of these guidelines within respective national contexts. The workshop is part of the efforts of OHRLLS to bolster the capacity of the LDCs in the effective implementation of the DPoA. The workshop will draw participation from policymakers responsible for national development and planning in the LDCs, LDCs National Focal Points, representatives of the UN Resident Coordinators in the LDCs and representatives from the Government of Türkiye.

HLPF 2023: African countries, Least Developed Countries and Landlocked Developing Countries Turning the tide, regaining lost ground and embarking on the road to the SDGs

What are game changing actions to implement the Doha Programme of Action for LDCs? What are potential solutions to support crisis response, recovery and SDG progress? This session of the 2023 High-Level Political Forum (HLPF) will focus on examples of policies, measures and actions underway to improve the lives of the most vulnerable, in the countries furthest behind. It will include actions that must be taken urgently to ensure that progress can be made, and solutions for bridging gaps in energy, digital technologies, and gender equality. The discussion will invite examples of inclusive governance and strengthened institutions that apply peer learning activities and whole-of-society approaches that have benefitted from the follow-up and review exercise undertaken through Voluntary National Reviews, reflecting on progress in domestication of the SDGs and their alignment with national development plans, integrated national financing frameworks and strengthened statistical capacities for measuring progress. Press Release: UN gathering in Doha concludes, ushering in new era of solidarity for world’s Least Developed Countries - United Nations Sustainable Development

Commitments at the Conference include:

"Qatar announced a financial package of $60 million: $10m to support the implementation of the Doha Programme of Action and $50 million to help build resilience in the LDCs.
Germany dedicated €200 million in new money in 2023 for financing for least developed countries.
Canada announced $59 million to deliver Vitamin supplements in 15 LDCs and ecosystem conservation in Burkina Faso.
The EU Commission announced cooperation agreements advancing sustainable investments in Africa totalling more than €130 million of investment.
Finland announced an annual event called the United Nations LDC Future Forum in Helsinki, with the Office of the UN High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States – OHRLLS –, to ensure the latest thinking and research is being put to work to ensure progress on the most vulnerable states.
The Green Climate Fund announced a new project to give $80 million in equity to offer green guarantees to business in LDCs and bring down the cost of capital.
The United Nations World Tourism Organisation, announced a new €10 million Tourism for Development Fund for LDCs, supported by TUI Care Foundation, that will invest by 2030 to support sustainable tourism in LDCs as a key driver of development.
The government of Kazakhstan pledged $50,000 to continue their work supporting the most vulnerable member states of the United Nations.
The government of the Kingdom of Saudi Arabia announced a major new loan package for the Least Developed Countries."

UN: No more excuses; Guterres calls for ‘revolution of support’ to aid world’s least developed countries

"Three years after the world began its epic struggle against COVID-19, the least developed countries (LDCs) – already grappling with severe structural impediments to sustainable development and highly vulnerable to economic and environmental shocks – have found themselves stranded amid a rising tide of crisis, uncertainty, climate chaos and deep global injustice.

“Systems are stretched or non-existent – from health and education to social protection, infrastructure, and job creation. And it is only getting worse,” Secretary-General António Guterres told the Fifth UN Conference on the Least Developed Countries, known as LDC5, taking place in the Qatar capital from 5 to 9 March.

He said that the global financial system, created by wealthy countries to serve their own interests, is extremely unfair to LDCs, who must pay interest rates that can be eight times higher than those in developed countries. “Today, 25 developing economies are spending over 20 per cent of government revenues solely on servicing debt,” said the UN chief.
