Dá-se atenção específica ao impacto da graduação nestas medidas de apoio. Por último, o capítulo III dá uma explicação detalhada dos critérios PMD, incluindo a composição, metodologia e fontes de dados. Adicionalmente, o capítulo apresenta exemplos específicos da aplicação dos critérios com base na revisão trienal em 2021 da lista de PMD por parte da Comissão de Políticas para o Desenvolvimento (CDP). Report: Multidimensional Vulnerability Index: Potential Development and Uses

In December 2020, in Paragraph 8(a) of Resolution 75/215 the UN General Assembly called on the Secretary General “to provide recommendations… on the potential development and coordination of work within the UN system on a multidimensional vulnerability index for small Island developing states, including on its potential finalization and use”. Such a multidimensional vulnerability index (MVI) would assess the vulnerability of small island states, and other countries, and should serve as a criterion for access to and allocation of concessional resources among countries. While the vulnerability of countries has been recognized since the beginning of development economics as a major challenge, with an initial focus on vulnerability to exogenous trade shocks, it has become a stronger concern in recent decades with the increasing consequences of other types of shocks and global challenges, including climate change. Small island developing states (SIDS), traditionally vulnerable to trade shocks, are presently particularly vulnerable to climate change. The UN General Assembly has repeatedly underlined this vulnerability of SIDS and called both for an appropriate measurement of vulnerability and for international action to tackle vulnerability. At the same time, the UN Committee for Development Policy (CDP) uses a vulnerability index, as well as income-per-capita and a human assets index, as a criterion to identify the Least Developed Countries (LDCs), a process endorsed by the UNGA. In this global context, as in academic literature, vulnerability is related to exogenous shocks, and if it considered as a structural handicap (as it is by the CDP), all the development handicaps cannot be considered as “vulnerability”. This report was prepared by the UN Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and the Small Island Developing States (UN-OHRLLS) per its mandate to coordinate the implementation of the SAMOA Pathway. Patrick Guillaumont and Laurent Wagner are the lead authors of this report under the direction of Tishka Francis and Sai Navoti.

The category became effective in 1971 after a decision of UNGA and through a first identification of (25) LDCs by the Committee for Development Planning, since 1998 become Committee for Development Policy (CDP). The creation of the category was agreed only after several years of international discussion on the need to officially recognize a group of « least advanced » developing countries as beneficiaries of special measures. Indeed the category was conceived as an exception in the UN international development strategy. A « category support » was preferred to a gradual one, such as a support tailored according to continuous criteria, although these criteria may be used for and beyond the category. To mobilize a specific support from the international community the category and its criteria should be perceived as legitimate.

It builds upon and updates the previous edition, published in 2018. The Handbook aims at providing comprehensive and up-to-date information on the LDC category. The publication is intended for use by government officials, policymakers, researchers and others interested in the LDC category. The Handbook is organized as follows: chapter I provides a detailed description of the procedures for inclusion in and graduation from the category. Chapter II presents an overview of the international support measures accorded specifically to LDCs, including measures related to trade, development assistance and support for participation in international forums. Specific attention is given to the impact of graduation on these support measures. Lastly, chapter III provides a detailed explanation of the LDC criteria, including composition, methodologies and data sources. In addition, the chapter presents specific examples of the application of the criteria, based on the Committee for Development Policy (CDP) 2021 triennial review of the list of LDCs. As measures of support, provisions, procedures and methodologies evolve over time, the information contained in the present Handbook will be updated on a regular basis to reflect relevant developments, including the outcome of the triennial reviews of the list of the least developed countries. This paper provides an overview on the interlinkage between Sustainable Development Goals (SDGs) achievement and Least Developed Country (LDC) graduation, by examining the relationship between the indicators to be used for monitoring progress toward SDGs, and the ones currently used for LDC classification and also the ones considered by the Committee for Development Policy in the past. It aims to assist the policy makers to enhance effectiveness of their development policies, by taking into consideration the indicators of the SDG review framework and the ones in the LDC classification that are related to one another. It finds that there is a fundamental conceptual difference between the objectives of SDG monitoring indicators and the LDC classification indicators: while SDG monitoring indicators aim to measure outcomes of development progress, LDC indicators attempts to measure structural factors that hinders development. This difference in objective results in difference in the selection and interpretation of indicators. Nevertheless, there is a substantive overlap between the SDG review indicators and LDC indicators, because some of the indicators can have characteristics of both development outcome and structural handicap to some extent: 11 out of 17 SDGs have targets explicitly linked to LDC criteria. On the other direction, 12 out of 14 LDC indicators are related to SDG indicators. For SDG 5 (gender), 6 (water and sanitation), 7 (energy), 12 (consumption and production), 15 (life on earth), and 16 (peace), none of their targets is covered by the current LDC criteria, although many of the indicators associated with those goals have been investigated and rejected by the Committee in the past for various reasons. Since two agenda aim for conceptually different goal posts, making efforts in full capacity on both fronts – overcoming constraints and moving toward outcomes – is the only way to graduate from LDC category and to accomplish the Agenda 2030, leaving no country or no people behind.

The Least Developed Countries (LDCs), presently 47, a category of countries created at the United Nations in 1971, are identified as poor countries facing structural handicaps to growth and sustainable development. As such they deserve a special treatment from the international community, progressively implemented both through aid and trade. Every ten years a UN international conference designs a programme of action for these countries, the last one being that of Istanbul in 2011. A previous book Caught in a trap. Identifying the least developed countries scrutinized the rationale of the category and the criteria on which it relies. This new book Out of the trap. Supporting the least developed countries examines the effectiveness of the international measures taken to support the Least Developed Countries. Through the contributions of many experts, it is the first overall assessment of the five-decade aid and trade measures to help LDCs to move “out of the trap”. It aims to disentangle the outcome of the international special support from the structural handicaps faced by LDCs. It casts light on the international policy reforms needed for LDCs in the framework of the post-2015 agenda.
