Early Warning and Early Action in Least Developed Countries in Conflict and Post-conflict Situations in Africa: Workshop Report

In recent years there has been a wider shift in awareness of the critical need to develop multi-hazard early warning systems (MHEWS). Africa remains one of the regions with critical gaps in MHEWS. Many African LDCs also remain affected by active armed conflict and its impacts, including high levels of displacement, or are navigating challenging and costly post-conflict rebuilding and reconstruction. A growing variety of actors have increased attention, funding, and technical support for expanding early warning systems (EWS) in these contexts, including stakeholders involved in the UN Secretary-General¡¯s Early Warnings for All (EW4All) initiative.

This report shares insights, examples, and recommendations from the participants of the ¡°Early Warning and Early Action in Least Developed Countries in Conflict and Post-conflict Situations in Africa¡± workshop, held from 9-11 December 2025, in Nairobi, Kenya.

It presents important firsthand knowledge and suggestions from African stakeholders from a variety of sectors involved in the design and implementation of EWS in conflict and post-conflict settings, and in so doing contributes to the wider knowledge base on this topic. It also sets out key next steps for 2026 and beyond for EWS stakeholders and humanitarian partners to expand the effectiveness and reach of EWS in countries with conflict- and post-conflict settings in Africa.
