He has been the desk officer for matters relating to Caribbean regional trade & integration. In 2020, he was appointed as the alternate official to the Director of International Trade, representing his country at the World Trade Organization (WTO).<\/p>\n Prior to joining his country\u2019s foreign service,\u00a0 he worked throughout the Caribbean region with Business Support Organizations (BSO) in Trinidad and Tobago and Barbados. He has gained a wealth of experience in International Trade-in-Services and Investment, Business Development, Marketing and Communications.<\/p>\n His professional interests include Regional Integration, International Trade, Public Diplomacy, and Sustainable Development.\u00a0<\/p>\n Presently, Javier is seconded to the Permanent Mission of Antigua and Barbuda to the United Nations as an Adviser to the Permanent Representative.<\/p>\n A graduate of the University of the West Indies (UWI), He holds a BSc in Management (International Business), an MSc in International Trade Policy (MITP), both from the UWI Cave Hill in Barbados. He has recently completed an advanced Master of International Business (MIB) from the UWI St. Augustine in Trinidad and Tobago.
