Under the GEF Funded UNDP Catalysing implementation of the Strategic Action Programme for the sustainable management of shared Living Marine Resources in the Caribbean and North Brazil Shelf Large Marine Ecosystems (CLME+ region), a State of Marine Ecosystems and Associated Livelihhods and Economies will be developed - SOMEE.
Objectives:
The “State of the Marine Ecosystems and shared Living Marine Resources in the Caribbean and North Brazil Shelf Large Marine Ecosystems” (CLME+ SOMEE) is envisaged as a key regional mechanism to inform about progress in the implementation of the 10-year CLME+ SAP. It contemplates both the periodic production of a printed/pdf “static” version of the report as well as the production of an online version dynamically linked to a network of data portals. The CLME+ SOMEE will be built around the three transboundary problems identified in the TDAs: unsustainable fisheries, habitat degradation and pollution. Progress towards the targets of the regional CLME+ SAP will be linked to that of the global SDGs, especially SDG 14 on oceans and to sub-regional policies. SOMEE will be developed using the DPSIR methodology for environmental assessment, as well as the Governance Effectiveness Assessment Framework , and a suite of indicators on the state and trends of the marine environment. Workflows and protocols for the use, management and publication of SAP-related information in the network of web portals will be developed to support the systematic and long-term monitoring and evaluation of the SAP.

Scope of Activity:
Regional - Wider Caribbean Region. This report will include specific State of Pollution, State of Habitat and State of Fisheries Reports by partner agencies in the Wider Caribbean Region. The Secretariat to the Cartagena Convention is responsible for developing the State of Pollution (SOCAR) and the State of the Marine Habitats Reports while the FAO and other refional fisheries bodies will prepare the State of Fisheries Report.
