
At the invitation of the National Centre for the Prevention and Countering of Terrorism and Violent Extremism (CNPCTEV) of Mozambique, the Counter-Terrorism Committee Executive Directorate (CTED) conducted technical consultations in Maputo from 20 to 25 April 2026.
Hosted by CNPCTEV at the Clube Militar in Maputo, the consultations were chaired by Brigadier General Aníbal Manuel Fernando, National Director for Defence Intelligence and Director of CNPCTEV. The establishment of CNPCTEV, together with Mozambique’s 2025 national counter-terrorism strategy, provided a timely institutional framework for a whole-of-government exchange on the recommendations contained in the draft report of the Counter-Terrorism Committee on its 2019 follow-up visit to Mozambique.
The discussions covered the current threat assessment and national strategy; legislation, criminal justice and international cooperation; counter-financing of terrorism; public security, law enforcement and border management; human rights in the context of counter-terrorism; and countering incitement and violent extremism, including gender-sensitive approaches.
The consultations brought together senior representatives from more than 10 ministries and specialized bodies with mandates covering defence, foreign affairs, the interior, justice, financial intelligence, criminal investigation, border management, communications, and gender and social affairs. This broad participation reflected a whole-of-government approach and supported a coordinated review of progress, remaining challenges and technical assistance needs since the 2019 follow-up visit.
On 24 April 2026, CTED facilitated, together with the Office of the United Nations Resident Coordinator, a tour de table with the United Nations country team, underscoring the value of sustained United Nations coordination in areas relevant to counter-terrorism. On 25 April 2026, CTED participated in an activity organized by the United Nations Office on Drugs and Crime with CNPCTEV to identify targeted technical assistance in support of an integrated national counter-terrorism response.
