?1. UN Security Council discusses?the?situation in?Gaza and occupied West Bank?

On 28 January, the Security Council held its quarterly open debate on?the situation in the Middle East, including the?question of Palestine,?with?briefing?by Deputy Special Coordinator of the Middle East Peace Process Ramiz Alakbarov. Mr. Alakbarov?stressed that?※nearly?the entire population in Gaza remains in need of humanitarian assistance§?but?※humanitarian actors are still unable to operate at scale§.?Mr. Alakbarov?reported that the?West Bank?saw?extensive Israeli military operations, settler violence,?and arrest campaigns of Palestinians 〞 including children 〞 by Israeli security forces.??

In his?statement,?Ambassador?Jaime Hermida Castillo?(Nicaragua),?the?Vice-Chair of the?Committee?on the Exercise of the Inalienable?Rights?of the?Palestinian?People,?said that Israel*s approval of 19?new settlements in the occupied West Bank, including East?Jerusalem?〞 including the re-establishment of settlements evacuated in?2005 〞 represents a serious setback. ?※These illegal, colonial actions openly seek to destroy the contiguity of the Palestinian land and foreclose the possibility of a viable Palestinian State,§ he said.?The Vice-Chair?stressed?that?UNRWA ※is a lifeline for millions of Palestine refugees§?and Israel*s?measures?targeting?the agency are ※appalling§.?He?stated?that?※peace cannot coexist with annexation?and oppression, humanitarian access cannot coexist with obstruction, and?coexistence itself?cannot survive without justice and accountability§.?

?2. UNRWA Headquarters demolished?by Israeli authorities?and set on fire??

On?14?January,?UNRWA Commissioner-General?informed?that?the?Israeli?authorities?forcibly entered?the?UNRWA Jerusalem Health Centre?while?the agency?received notifications from utility providers of impending severance of electricity and water supplies to multiple?of its?facilities across East Jerusalem.?The Commissioner-General condemned?these actions?as they ※unilaterally prevent UNRWA from executing its UN General Assembly mandate§.?On 15 January, the?UN?Secretary-General?strongly condemned the?※unlawful entry§ and expressed deep?regret?that ※the Israeli authorities have continued to take further action inconsistent with its obligations under international?law?including?the?Convention on the Privileges and Immunities of the United Nations§.??

Furthermore, on 20 January,?the?UNRWA Commissioner-General?informed?that?the Israeli forces forcibly entered UNRWA?Headquarters?in?occupied?East Jerusalem?and started?demolishing?buildings inside. The?UN?Secretary-General?condemned?※in the strongest terms the?Israeli authorities* actions§,?urged the Government of Israel to?immediately?cease the demolitions and return UNRWA premises to the United Nations.?On 25 January,?the Agency?informed?that?its?Headquarters was set on?fire.?The Commissioner-General?stated?that?this was in line with ※the ongoing attempt to dismantle the status of Palestine Refugees in the Occupied Palestinian Territory and erase their history§.?

??3. UN report chronicles intensification of racial discrimination by Israel in?OPT?

On 7 January, the UN?Office of the High Commissioner for Human Rights?released?a report detailing ※the asphyxiating impact of Israel*s laws, policies and practices on every aspect of daily life?for Palestinians in the occupied West Bank, including East Jerusalem§. The?report warns that?※Israel is violating international law requiring States to prohibit and eradicate racial segregation and apartheid§.?On 15 January, 22?UN experts?stated?that Israel*s suspension of dozens of associations in the occupied Palestinian territory is a?※flagrant violation of the law§ and that ※by?blocking aid, Israel is worsening life-threatening?conditions, and?heightens potential criminal responsibility for its leaders§.?Meanwhile, in Geneva, the newly appointed?Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem and in Israel?held its first?press briefing?and informed that?they?※need to investigate violations of human rights by all duty-bearers and in both territories.§?

?4. Heavy rains in Gaza placed?nearly 800,000?people at heightened risk?

The UN Office for the Coordination of Humanitarian Affairs (OCHA)?reported?on 14?January that heavy rains in Gaza placed?nearly 800,000?people, almost 40%?of the population, in flood-prone sites at heightened risk. Simultaneously,?according to?the United Nations Children*s Fund (UNICEF)?over 100 children have been killed in Gaza since the ceasefire.?In an?update published on 11 January, the World Food Program (WFP)?reported?to have reached over 900,000 people?in Gaza?with food parcels and wheat flour?through 60 active distribution points?in December 2025.??

On 21 January, the United Nations Population Fund (UNFPA)?reported?in an update covering October-December 2025 that over one-third of pregnant women screened were acutely malnourished. In the first half of 2025, 10% of newborns〞around 300 babies〞were underweight, and more than 60% of all health service points are non-functional.?On 27 January,?UNICEF?announced?that their?※Back to Learning§?programme?in Gaza?would?expand to include 336,000 children,?making it?one of the largest emergency learning efforts worldwide.?

Meanwhile, in the occupied West Bank, OCHA?reported?that on 22 January 25,000 residents of Hebron*s H2 area have been placed under curfew and severe movement restrictions since 19 January, as part of a large-scale Israeli operation.?
