NOTE<\/p><\/div>\n

\n

 The present volume of Resolutions and Decisions of the Security Council<\/i> contains the resolutions adopted and the decisions taken by the Council on substantive questions during the period from 1 August 2007 to 31 July 2008, as well as decisions on some of the more important procedural matters. The resolutions and decisions are set out in parts I and II, under general headings indicating the questions under consideration. In each part, the questions are arranged according to the date on which they were first taken up by the Council, and under each question the resolutions and decisions appear in chronological order. <\/p><\/div>\n

\n

  The resolutions are numbered in the order of their adoption. Each resolution is followed by the result of the vote. Decisions are usually taken without a vote.<\/p><\/div>\n

A.   The situation in the Middle East, including the Palestinian question<\/strong><\/span>1<\/sup><\/span><\/a><\/p><\/div>\n

 <\/span>Decisions<\/strong><\/span> <\/span><\/p><\/div>\n

\n

  On 24 August 2007, the President of the Security Council addressed the following letter to the Secretary-General:<\/span>2<\/sup><\/span><\/a><\/a><\/p><\/div>\n

\n\t\t\t\t  “I have the honour to inform you that your letter dated 22 August 2007 concerning the activities of the Quartet, including the mandate of its Representative, Mr. Tony Blair, and the establishment and functioning of its Jerusalem office, <\/span>has been brought to the attention of the members of the Security Council. They have taken note of the arrangements that you proposed in your letter.”<\/span>3<\/sup><\/span><\/a><\/a>\n\t\t\t\t<\/div>\n

  At its 5736th meeting, on 29 August 2007, the Council decided to invite the representatives of Algeria, Bangladesh, Brazil, Cuba, Iran (Islamic Republic of), Israel, Japan, Jordan, Lebanon, Malaysia, Norway, Pakistan, Portugal, the Syrian Arab Republic, Viet Nam and Yemen to participate, without vote, in the discussion of the item entitled “The situation in the Middle East, including the Palestinian question”. <\/p><\/div>\n

\n

  At the same meeting, the Council also decided to extend an invitation to the Permanent Observer of Palestine to the United Nations, in response to his request dated 24 August 2007 to the President of the Council,<\/span>4<\/sup><\/span><\/a> in accordance with the provisional rules of procedure of the Council and its previous practice in that regard.<\/span><\/p><\/div>\n

  At the same meeting, in accordance with the understanding reached in its prior consultations, the Council further decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. Michael Williams, United Nations Special Coordinator for the Peace Process in the Middle East and Personal Representative of the Secretary-General. <\/p><\/div>\n

\n

  At its 5746th meeting, on 20 September 2007, the Council considered the item entitled “The situation in the Middle East, including the Palestinian question”. <\/p><\/div>\n

\n

  At the same meeting, in accordance with the understanding reached in its prior consultations, the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. B. Lynn Pascoe, Under-Secretary-General for Political Affairs. <\/p><\/div>\n

\n

  At its 5767th meeting, on 24 October 2007, the Council considered the item entitled “The situation in the Middle East, including the Palestinian question”. <\/p><\/div>\n

\n

  At the same meeting, in accordance with the understanding reached in its prior consultations, the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. B. Lynn Pascoe, Under-Secretary-General for Political Affairs. <\/p><\/div>\n

\n

    At its 5788th meeting, on 30 November 2007, the Council considered the item entitled “The situation in the Middle East, including the Palestinian question”. <\/p><\/div>\n

\n

  At the same meeting, in accordance with the understanding reached in its prior consultations, the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. B. Lynn Pascoe, Under-Secretary-General for Political Affairs. <\/p><\/div>\n

\n

  On 30 November 2007, the President of the Security Council addressed the following letter to the Secretary-General:<\/span>5<\/sup><\/a><\/a><\/p><\/div>\n

\n\t\t\t\t  “I have the honour to inform you that your letter dated 28 November 2007 concerning your intention to appoint Mr. Robert H. Serry, of the Netherlands, as the United Nations Special Coordinator for the Middle East Peace Process and your Personal Representative to the Palestine Liberation Organization and the Palestinian Authority<\/span>6 <\/sup><\/span>has been brought to the attention of the members of the Security Council. They take note of the information and intention contained in your letter.”<\/span>\n\t\t\t\t<\/div>\n

  At its 5815th meeting, on 21 December 2007, the Council considered the item entitled “The situation in the Middle East, including the Palestinian question”. <\/p><\/div>\n

\n

  At the same meeting, in accordance with the understanding reached in its prior consultations, the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. B. Lynn Pascoe, Under-Secretary-General for Political Affairs. <\/p><\/div>\n

\n

  At its 5824th meeting, on 22 January 2008, the Council decided to invite the representatives of Cuba, Egypt, Israel, Jordan, Lebanon, Pakistan, Saudi Arabia, Slovenia and the Syrian Arab Republic to participate, without vote, in the discussion of the item entitled:<\/p><\/div>\n

\n\t\t\t\t“The situation in the Middle East, including the Palestinian question<\/span> <\/span>\n\t\t\t\t<\/div>\n
\n\t\t\t\t“Letter dated 21 January 2008 from the Chargé d’affaires a.i. of the Permanent Mission of Saudi Arabia to the United Nations addressed to the President of the Security Council (S\/2008\/31)”.\n\t\t\t\t<\/div>\n

  At the same meeting, the Council also decided to extend an invitation to the Permanent Observer of Palestine to the United Nations, in response to his request dated 21 January 2008 to the President of the Council,<\/span>7<\/sup><\/span> <\/span>in accordance with the provisional rules of procedure of the Council and its previous practice in that regard.<\/span><\/p><\/div>\n

  At the same meeting, in accordance with the understanding reached in its prior consultations, the Council further decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. B. Lynn Pascoe, Under-Secretary-General for Political Affairs. <\/p><\/div>\n

\n

  At the same meeting, in response to the request dated 22 January 2008 from the Permanent Representative of the Libyan Arab Jamahiriya to the United Nations addressed to the President of the Security Council, the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. Yahya Mahmassani, Permanent Observer for the League of Arab States to the United Nations. <\/p><\/div>\n

  At its 5827th meeting, on 30 January 2008, the Council decided to invite the representatives of Israel, Lebanon and the Syrian Arab Republic to participate, without vote, in the discussion of the item entitled “The situation in the Middle East, including the Palestinian question”. <\/p><\/div>\n

\n

  At the same meeting, the Council also decided to extend an invitation to the Permanent Observer of Palestine to the United Nations, in response to his request dated 22 January 2008 to the President of the Council,<\/span>8<\/sup><\/span> <\/span>in accordance with the provisional rules of procedure of the Council and its previous practice in that regard.<\/span><\/p><\/div>\n

  At its 5846th meeting, on 26 February 2008, the Council considered the item entitled “The situation in the Middle East, including the Palestinian question”. <\/p><\/div>\n

\n

  At the same meeting, in accordance with the understanding reached in its prior consultations, the Council decided to extend invitations, under rule 39 of its provisional rules of procedure, to Mr. Robert H. Serry, United Nations Special Coordinator for the Middle East Peace Process and Personal Representative of the Secretary-General, and Mr. John Holmes, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator. <\/p><\/div>\n

  At its 5847th meeting, on 1 March 2008, the Council decided to invite the representative of Israel to participate, without vote, in the discussion of the item entitled:<\/p><\/div>\n

\n\t\t\t\t“The situation in the Middle East, including the Palestinian question<\/span> <\/span>\n\t\t\t\t<\/div>\n
\n\t\t\t\t“Letter dated 1 March 2008 from the Permanent Representative of the Libyan Arab Jamahiriya to the United Nations addressed to the President of the Security Council (S\/2008\/142)”.\n\t\t\t\t<\/div>\n

  At the same meeting, the Council also decided to extend an invitation to the Permanent Observer of Palestine to the United Nations, in response to his request dated 1 March 2008 to the President of the Council,<\/span>9 <\/sup><\/span>in accordance with the provisional rules of procedure of the Council and its previous practice in that regard.<\/span><\/p><\/div>\n

  At its 5859th meeting, on 25 March 2008, the Council decided to invite the representatives of Cuba, Israel, Lebanon, Pakistan, Slovenia, the Sudan and the Syrian Arab Republic to participate, without vote, in the discussion of the item entitled “The situation in the Middle East, including the Palestinian question”. <\/p><\/div>\n

\n

  At the same meeting, the Council also decided to extend an invitation to the Permanent Observer of Palestine to the United Nations, in response to his request dated 19 March 2008 to the President of the Council,<\/span>10<\/sup><\/span>  <\/span>in accordance with the provisional rules of procedure of the Council and its previous practice in that regard.<\/span><\/p><\/div>\n

  At the same meeting, in accordance with the understanding reached in its prior consultations, the Council further decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. B. Lynn Pascoe, Under-Secretary-General for Political Affairs. <\/p><\/div>\n

\n

    At its 5873rd meeting, on 23 April 2008, the Council considered the item entitled “The situation in the Middle East, including the Palestinian question”. <\/p><\/div>\n

\n

  At the same meeting, in accordance with the understanding reached in its prior consultations, the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Ms. Angela Kane, Assistant Secretary-General for Political Affairs. <\/p><\/div>\n

\n

  At its 5899th meeting, on 28 May 2008, the Council considered the item entitled “The situation in the Middle East, including the Palestinian question”. <\/p><\/div>\n

\n

  At the same meeting, in accordance with the understanding reached in its prior consultations, the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. Robert H. Serry, United Nations Special Coordinator for the Middle East Peace Process and Personal Representative of the Secretary-General. <\/p><\/div>\n

  At its 5927th meeting, on 27 June 2008, the Council considered the item entitled “The situation in the Middle East, including the Palestinian question”. <\/p><\/div>\n

\n

  At the same meeting, in accordance with the understanding reached in its prior consultations, the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Ms. Lisa Buttenheim, Director of the Asia and the Pacific Division of the Department of Political Affairs of the Secretariat. <\/p><\/div>\n

  At its 5940th meeting, on 22 July 2008, the Council decided to invite the representatives of Argentina, Cuba, Iran (Islamic Republic of), Israel, Japan, Jordan, Lebanon, Malaysia, Qatar and the Syrian Arab Republic to participate, without vote, in the discussion of the item entitled “The situation in the Middle East, including the Palestinian question”. <\/p><\/div>\n

\n

  At the same meeting, the Council also decided to extend an invitation to the Chargé d’Affaires a.i. of the Permanent Observer Mission of Palestine to the United Nations, in response to the request dated 18 July 2008 from the Permanent Observer of Palestine to the President of the Council,<\/span>11<\/sup><\/span>  in accordance with the provisional rules of procedure of the Council and its previous practice in that regard.<\/span><\/p><\/div>\n

\n

  At the same meeting, in accordance with the understanding reached in its prior consultations, the Council further decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. B. Lynn Pascoe, Under-Secretary-General for Political Affairs. <\/p><\/div>\n

\n

  At the same meeting, the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. Paul Badji, Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, in response to his request dated 15 July 2008. <\/p><\/div>\n
