INTRODUCTION<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">1.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The item entitled &#8220;Observer status of national liberation movements recognized by the Organization of African Unity and\/or by the League of Arab States&#8221; was included in the provisional agenda for the forty-third session pursuant to paragraph 3 of General Assembly resolution 41\/71 of 3 December 1986. <\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">2.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>At its 3rd plenary meeting, on 23 September 1988, the General Assembly, on the recommendation of the General Committee, decided to include the item in its agenda and to allocate it to the Sixth Committee. <\/p><\/div>\n<div style=\"text-align:left;padding-top:10px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">3.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>In connection with the item, the Committee had before it a report of the Secretary-General (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/6BBFA094844DBA5485256F19006BF6F9.pdf\" style=\"color:#0000ff;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">A\/43\/528<\/a><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">&nbsp;and Add.<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/14747C0E9D20570985256F19006D2867.pdf\" style=\"color:#0000ff;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">1 <\/a><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">and <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/C32CAE6FE71E2C3285256F19006EBE27.pdf\" style=\"color:#0000ff;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">2<\/a><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">) containing the views presented by<\/span><span style=\"color:#000000;font-size:12pt;font-family:Times New Roman, serif;\">&nbsp;<\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">Member States pursuant to paragraph 3 of resolution 41\/71.<\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">4.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Committee considered the item at its 21st, 22nd and 50th meetings, on 24 and 26 October and 28 November. The summary records of those meetings contain the views of the representatives who spoke during the consideration of the item (A\/C.6\/43\/SR.21, 22 and 50). <\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:center;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">II. CONSIDERATION OF PROPOSALS <\/p><\/div>\n<div style=\"color:#000000;text-align:center;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">A. <u>Draft resolution A\/C.6\/43\/L.10 and Rev.1<\/u>&nbsp;<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">5.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Committee had before it a draft resolution (A\/C.6\/43\/L.10) entitled &#8220;Observer status of national liberation movements recognized by the Organization of&nbsp;&nbsp;African Unity and\/or by the League of Arab States&#8221; sponsored by <u>Algeria, Bahrain, Democratic Yemen, Djibouti, Iraq, Jordan, Kuwait, Lebanon<\/u>, the <u>Libyan Arab <\/u><u>Jamahiriya, Mauritania, Morocco, Oman, Qatar, Saudi Arabia, Somalia<\/u>, the <u>Sudan<\/u>, the <u>Syrian Arab Republic, Tunisia<\/u>, the <u>United Arab Emirates, Yemen and Zambia<\/u>.&nbsp;&nbsp;The draft resolution read as follows:<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>&#8220;<u>Desirous<\/u>&nbsp;of enhancing the effective role played by these national liberation movements,\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>&#8220;3.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Considers<\/u>&nbsp;that the above organizations are entitled to have their communications relating to the sessions and work of all other organs of the United Nations as well as the conferences convened under their auspices directly, and without intermediary, issued and circulated as official documents of these conferences;\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>&#8220;4.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Requests<\/u>&nbsp;the Secretary-General to take the necessary steps for the implementation of the present resolution.&#8221;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">6.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>At the 50th meeting, on 28 November 1988, the representative of Jordan,&nbsp;&nbsp;introduced a revised draft resolution (A\/C.6\/43\/L.10\/Rev.1) sponsored by <u>Algeria, Bahrain, Democratic Yemen, Djibouti, Iraq, Jordan, Kuwait, Lebanon<\/u>, the <u>Libyan Arab Jamahiriya, Mauritania, Morocco, Oman, Qatar, Saudi Arabia, Somalia<\/u>, the <u>Sudan<\/u>, the <u>Syrian Arab Republic, Tunisia<\/u>, the <u>United Arab Emirates, Yemen and Zambia<\/u>, later joined by Afghanistan, Bangladesh and Cuba. The representative of Jordan also orally revised operative paragraph 3, by adding the word &quot;appropriate&quot; before the word &quot;symbol&quot;.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">7.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Draft resolution A\/C.6\/43\/L.10\/Rev.1 as orally revised was adopted by a vote of 81 to 2, with 25 abstentions (see para. 12, draft resolution A). <\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">8.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Statements in explanation of vote before the vote were made by the representatives of the United States of America, Greece (on behalf of the twelve member States of the European Community), Israel and Canada. Statements in explanation of vote after the vote were made by the representatives of Japan, Argentina, Uruguay, Brazil, Sweden (on behalf of the Nordic countries), Thailand, Zaire, Turkey and Austria. <\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:center;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">B. <u>Draft resolution A\/C.6\/43\/L.24 and Corr.1<\/u><\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">9.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>At the same meeting, the representative of Cuba introduced a draft resolution (A\/C.6\/43\/L.24 and Corr.1) sponsored by <u>Afghanistan, Algeria, Angola, Bahrain, Bangladesh, Cuba, Democratic Yemen, Djibouti, Iraq, Kuwait, Lebanon<\/u>, the <u>Libyan Arab Jamahiriya, Madagascar, Mauritania, Nicaragua, Oman, Qatar, Saudi Arabia, Somalia<\/u>, the <u>Sudan<\/u>, the <u>Syrian Arab Republic<\/u>, <u>Tunisia, Uganda<\/u>, the <u>United Arab Emirates<\/u><u>, Yemen and Yugoslavia<\/u>.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">10.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Draft resolution A\/C.6\/43\/L.24 and Corr.1 was adopted by a vote of 87 to 9, with 14 abstentions (see para. 12, draft resolution B). <\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">11.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>A statement in explanation of vote before the vote was made by the representative of Israel. font-size:smaller\">\t<\/span><u>Taking note<\/u>&nbsp;of the report of the Secretary-General, <u>2<\/u>\/\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Bearing in mind<\/u>&nbsp;the resolution of the United Nations Conference on the Representation of States in Their Relations with International Organizations relating to the observer status of national liberation movements recognized by the Organization of African Unity and\/or by the League of Arab States, <u>3<\/u>\/\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Noting<\/u>&nbsp;that the Vienna Convention on the Representation of States in Their Relations with International Organizations of a Universal Character, of 14 March 1975, <u>4<\/u>\/ regulates only the representation of States in their relations with international organizations,\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Taking into account<\/u>&nbsp;the current practice of inviting the above-mentioned national liberation movements to participate as observers in the sessions of the General Assembly, specialized agencies and other organizations of the United Nations system and in the work of the conferences held under the auspices of such international organizations,\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Convinced<\/u>&nbsp;that the participation of the national liberation movements referred to above in the work of international organizations helps to strengthen international peace and co-operation,\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Desirous<\/u>&nbsp;of ensuring the effective participation of the above-mentioned national liberation movements as observers in the work of the international organizations and of regulating, to that end, their status and the facilities, privileges and immunities necessary for the performance of their functions,\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Noting<\/u>&nbsp;that many States have recognized those national liberation movements and have granted them in their countries facilities, privileges and immunities,\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>1.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Urges<\/u>&nbsp;all States that have not done so, in particular, those which are hosts to international organizations or to conferences convened by, or held under the auspices of, international organizations of a universal character, to consider as soon as possible the question of ratifying, or acceding to, the Vienna Convention on the Representation of States in Their Relations with International Organizations of a Universal Character;\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>2.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Calls once more upon<\/u>&nbsp;the States concerned to accord to the delegations of the national liberation movements recognized by the Organization of African Unity and\/or by the League of Arab States and accorded observer status by international organizations, the facilities, privileges and immunities necessary for the performance of their functions, in accordance with the provisions of the Vienna Convention on the Representation of States in Their Relations with International Organizations of a Universal Characters;\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre;
