Addendum<\/u><\/strong><\/p><\/div>\n

\n

\t<\/span>Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement. <\/p><\/div>\n

\n

\t<\/span>In a letter dated 9 December 1988 addressed to the President of the Security Council (<\/span>S\/20318<\/a>), the representative of Lebanon requested that a meeting of the Security Council be convened urgently to consider the aggression against Lebanese territory by Israeli naval, air and land forces on 9 December 1988.<\/span><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>The Security Council resumed its consideration of the item at its 2832nd meeting, held on 14 December 1988, on the basis of the above request.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>In the course of the meeting, the President, with the consent of the Council, invited the representatives of Israel and Lebanon, at their request, to participate in the discussion without the right to vote.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>The President drew attention to the text of a draft resolution (S\/20322), submitted by Algeria, Argentina, Nepal, Senegal, Yugoslavia and Zambia, which read as follows:<\/p><\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>The Security council<\/u>,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Reaffirming<\/u> its resolutions 425 (1978), 426 (1978), 508 (1982) and 509 (1982) as well as all its resolutions on the situation in Lebanon,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Having heard<\/u> the statement of the Permanent Representative of Lebanon,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Noting with grave concern<\/u> the continuing deterioration of the situation in southern Lebanon and the repeated Israeli attacks and practices against the civilian population,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Deeply concerned<\/u> with the recent Israeli attack against Lebanese territory by Israeli naval, air and land forces on 9 December 1988,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>1.  Strongly deplores<\/u> the recent Israeli attack against Lebanese territory by Israeli naval, air and land forces on 9 December 1988;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>2.   Strongly requests<\/u> that Israel cease immediately all attacks against Lebanese territory;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>3.   Reaffirms<\/u> its call for strict respect for the sovereignty of Lebanon, its independence, unity and territorial integrity within its internationally recognized boundaries;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>4.   Reaffirms<\/u> the urgent need to implement the provisions of the Security Council resolutions on Lebanon, in particular resolutions 425 (1978) and 426 (1978), and resolution 509 (1982), which demands that Israel withdraw all its military forces forthwith and unconditionally to the internationally recognized boundaries;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>5.    Requests<\/u> the Secretary-General to continue consultations with the Government of Lebanon and other parties directly concerned with implementation of resolutions 425 (1978), 426 (1978), 508 (1982) and 509 (1982) and to report to the Security Council;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>6.   Decides<\/u> to keep the situation in Lebanon under review.\n\t\t\t\t<\/div>\n

<\/p>\n

\n

\t<\/span>The Security Council proceeded to vote on the draft resolution (S\/20322), which received 14 votes in favour to 1 against (the United States of America), with no abstentions, and was not adopted, owing to the negative vote of a permanent member of the Security Council.<\/p><\/div>\n
