Introduction<\/strong><\/p><\/div>\n <\/strong><\/p><\/div>\n <\/p><\/div>\n 1. At its 17th plenary meeting, on 20 September 2005, the General Assembly, on the recommendation of the General Committee, decided to include in the agenda of its sixtieth session the item entitled “United Nations Relief and Works Agency for Palestine Refugees in the Near East” and to allocate it to the Special Political and Decolonization Committee (Fourth Committee). <\/p><\/div>\n 2. The Fourth Committee considered the item at its 20th, 21st, 24th and 25th meetings, on 1, 2, 10 and 14 November 2005. The Committee held a general debate on the item at its 20th and 21st meetings, on 1 and 2 November, and took action on the item at its 25th meeting, on 14 November (see A\/C.4\/60\/SR. 20, 21, 24 and 25). <\/p><\/div>\n 3. For its consideration of the item, the Committee had before it the following documents: <\/p><\/div>\n (a) Report of the Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East for the period from 1 July 2004 to 30 June 2005; <\/span>1<\/u><\/sup><\/a> <\/span><\/p><\/div>\n (b) Report of the Working Group on the Financing of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (A\/60\/439); <\/p><\/div>\n (c) Report of the Secretary-General submitted in pursuance of General Assembly resolution 59\/118 on persons displaced as a result of the June 1967 and subsequent hostilities (A\/60\/212); <\/p><\/div>\n (d) Report of the Secretary-General submitted in pursuance of General Assembly resolution 59\/120 on Palestine refugees’ properties and their revenues (A\/60\/256); <\/p><\/div>\n (e) Note by the Secretary-General transmitting the fifty-ninth report of the United Nations Conciliation Commission for Palestine, in accordance with paragraph 6 of General Assembly resolution 512 (VI) and paragraph 2 of General Assembly resolution 59\/117 (A\/60\/277); <\/p><\/div>\n (f) Letter dated 17 October 2005 from the Permanent Representative of Yemen to the United Nations addressed to the Secretary-General transmitting the final communiqué of the annual coordination meeting of the Ministers for Foreign Affairs of the States members of the Organization of the Islamic Conference, held in New York on 23 September 2005 (A\/60\/440-S\/2005\/658 and Corr.1 and 2); <\/p><\/div>\n (g) Letter dated 7 November 2005 from the Permanent Representative of Israel to the United Nations addressed to the Chairman of the Special Political and Decolonization Committee (Fourth Committee) (A\/C.4\/60\/6). <\/p><\/div>\n 4. At its 20th meeting, on 1 November, the Committee heard a statement by the Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), who introduced her report (see A\/C.4\/60\/SR.20). <\/p><\/div>\n 5. At the same meeting, the representative of Norway, in his capacity as Rapporteur of the Working Group on the Financing of UNRWA, introduced the report of the Working Group (see A\/C.4\/60\/SR.20). <\/p><\/div>\n 6. Also at the same meeting, the Committee held an interactive dialogue with the Commissioner-General on the item (see A\/C.4\/60\/SR.20). <\/p><\/div>\n 7. Also at the same meeting, the representative of the Permanent Observer Mission of Palestine to the United Nations made a statement (see A\/C.4\/60\/SR.20). <\/p><\/div>\n <\/p>\n II. Consideration of proposals<\/strong><\/p><\/div>\n <\/strong><\/p><\/div>\n <\/p><\/div>\n 8. At its 24th meeting, on 10 November, the Committee decided to defer taking action on the draft resolutions and one draft decision submitted under item 30 until its 25th meeting, on 14 November. <\/p><\/div>\n <\/p><\/div>\n A. Draft resolution A\/C.4\/60\/L.9<\/strong><\/p><\/div>\n <\/strong><\/p><\/div>\n <\/p><\/div>\n 9. At the 24th meeting, on 10 November, the representative of Indonesia, on behalf of Algeria, Bahrain, Bangladesh, Comoros, Djibouti, Egypt, Guinea, Indonesia, Iraq, Jordan, Kuwait, Lebanon, Malaysia, Morocco, Namibia, Oman, Qatar, Saudi Arabia, Senegal, Somalia, South Africa, the Sudan, Tunisia, the United Arab Emirates, Yemen and Palestine, introduced a draft resolution entitled “Assistance to Palestine refugees” (A\/C.4\/60\/L.9). Subsequently, Austria, Belgium, Bulgaria, Cuba, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Mali, Malta, Mauritania, the Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland and the United Kingdom of Great Britain and Northern Ireland joined in sponsoring the draft resolution. <\/p><\/div>\n 10. At its 25th meeting, on 14 November, the Committee adopted draft resolution A\/C.4\/60\/L.9 by a recorded vote of 151 to 1, with 8 abstentions (see para. 22, draft resolution I). At the 24th meeting, on 10 November, the representative of Indonesia, on behalf of Algeria, Bahrain, Bangladesh, Brunei Darussalam, Comoros, Djibouti, Egypt, Guinea, Indonesia, Iraq, Jordan, Kuwait, Lebanon, Malaysia, Morocco, Namibia, Oman, Qatar, Saudi Arabia, Senegal, Somalia, South Africa, the Sudan, Tunisia, the United Arab Emirates, Yemen and Palestine, introduced a draft resolution entitled “Operations of the United Nations Relief and Works Agency for Palestine Refugees in the Near East” (A\/C.4\/60\/L.11). Subsequently, Cuba, Mali and Mauritania joined in sponsoring the draft resolution. <\/p><\/div>\n 14. At its 25th meeting, on 14 November, the Committee had before it a revised draft resolution (A\/C.4\/60\/L.11\/Rev.1), submitted by the sponsors of draft resolution A\/C.4\/60\/L.11, which contained the following changes: <\/p><\/div>\n (a) In the eleventh preambular paragraph, the words “Aware of the continuing efforts” were replaced by the words “Aware of the extraordinary efforts”; <\/p><\/div>\n (b) In the seventeenth preambular paragraph, the words “including its education” were replaced by the words “notably its education”. <\/p><\/div>\n 15. At the same meeting, the Committee adopted draft resolution A\/C.4\/60\/L.11\/Rev.1 by a recorded vote of 152 to 6, with 2 abstentions (see para. 22, draft resolution III). Draft decision A\/C.4\/60\/L.18 and Rev.1<\/strong><\/p><\/div>\n <\/strong><\/p><\/div>\n <\/p><\/div>\n 18. At its 24th meeting, on 10 November, the Committee had before it a draft decision submitted by the Chairman, entitled “Increase in the membership of the Advisory Commission on the United Nations Relief and Works Agency for Palestine Refugees in the Near East” (A\/C.4\/60\/L.18). <\/p><\/div>\n 19. At its 25th meeting, on 14 November 2005, the Committee had before it revised draft decision A\/C.4\/60\/L.18\/Rev.1, submitted by the Chairman, which contained the following changes: <\/p><\/div>\n (a) The last sentence of subparagraph (b), which read: <\/p><\/div>\n “The Advisory Commission may decide to invite major institutional donors to attend its meetings” <\/p><\/div>\n was deleted;<\/p><\/div>\n (b) After subparagraph (c), an additional subparagraph was inserted, reading: <\/p><\/div>\n “(d) To invite the European Community to attend the meetings of the Advisory Commission” <\/p><\/div>\n and the remaining subparagraph was renumbered accordingly.<\/p><\/div>\n 20. At the same meeting, the Chairman orally revised subparagraph (b) of the revised draft decision, by inserting the word “Australia” before the word “Canada”. <\/p><\/div>\n 21. Also at the same meeting, the Committee adopted draft decision A\/C.4\/60\/L.18\/Rev.1, as orally revised, without a vote (see para. 23). <\/p><\/div>\n <\/span><\/p>\n III. The Special Political and Decolonization Committee (Fourth Committee) recommends to the General Assembly the adoption of the following draft resolutions: <\/p><\/div>\n <\/p><\/div>\n Draft resolution I<\/strong> <\/p><\/div>\n Assistance to Palestine refugees<\/strong><\/p><\/div>\n <\/strong><\/p><\/div>\n <\/p><\/div>\n The General Assembly<\/i>,<\/p><\/div>\n Recalling <\/i>its resolution 194 (III) of 11 December 1948 and all its subsequent resolutions on the question, including resolution 59\/117 of 10 December 2004, <\/p><\/div>\n Recalling also <\/i>its resolution 302 (IV) of 8 December 1949, by which, inter alia, it established the United Nations Relief and Works Agency for Palestine Refugees in the Near East, <\/p><\/div>\n <\/span>Recalling further <\/i><\/span>relevant Security Council resolutions,<\/span> <\/span><\/p><\/div>\n Aware <\/i>of the fact that, for more than five decades, the Palestine refugees have suffered from the loss of their homes, lands and means of livelihood, <\/p><\/div>\n Affirming <\/i>the imperative of resolving the problem of the Palestine refugees for the achievement of justice and for the achievement of lasting peace in the region, <\/p><\/div>\n Acknowledging <\/i>the essential role that the United Nations Relief and Works Agency for Palestine Refugees in the Near East has played for more than fifty-five years since its establishment in ameliorating the plight of the Palestine refugees in the fields of education, health and relief and social services, <\/p><\/div>\n <\/span>Taking note <\/i><\/span>of the report of the Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East covering the period from 1 July 2004 to 30 June 2005, <\/span>4<\/u><\/sup><\/a> <\/span><\/p><\/div>\n
