\n\t\t\t\t\t<\/span>Pursuant to rule 11 of the provisional rules of procedure of the Security Council, the Secretary-General is submitting the following summary statement.\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>In a letter dated 6 January 1986 addressed to the President of the Security Council (<\/span><\/a>S\/17717<\/a>), the representative of Lebanon requested that an urgent meeting of the Security Council be convened to consider the continuing acts of aggression and abusive practices of the Israeli occupying forces in southern Lebanon.<\/span>\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>The Security Council resumed its consideration of the item at its 2640th to 2642nd meetings, held on 13 and 17 January 1986 on the basis of the above request.\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>In the course of the meetings, the President, with the consent of the Council, invited the representatives of Israel, Lebanon, the Libyan Arab Jamahiriya, Morocco, Qatar, Saudi Arabia and the Syrian Arab Republic, at their request, to participate in the discussion without the right to vote.\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>At the Council's 2642nd meeting, the President called attention to the revised text (S\/17730\/Rev.2) of the draft resolution sponsored by Lebanon (S\/17730), to which he had earlier called attention at the 2641st meeting, on 13 January 1986.  The revised draft resolution (S\/17730\/Rev.2) read as follows:\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>The Security Council,<\/u>\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Reaffirming<\/u> Security Council resolutions 425 (1978), 426 (1978), 501 (1982), 508 (1982), 509 (1982), 512 (1932) and 520 (1962), as well as all its resolutions on the situation in Lebanon,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Having heard<\/u> the statement of the Permanent Representative of Lebanon, and noting with great concern the deterioration of the situation in southern Lebanon as a result of the Israeli acts of violence and abusive practices and measures,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Recalling<\/u> the relevant provisions of the Universal Declaration of Human Rights and stressing the humanitarian principles of the Fourth Geneva Convention of 12 August 1949,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>1.\t<\/span>Strongly deplores<\/u> the Israeli acts of violence as well as abusive practices and measures against the civilian population in southern Lebanon, which are in violation of the rules and principles of international law, in particular the provisions of the Geneva Convention of 12 August 1949;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>2.\t<\/span>Reaffirms<\/u> the urgent need to implement the provisions of the Security Council resolutions on Lebanon, and in particular resolutions 425 (1973), 503 (1962), and 509 (1932), which demand that Israel withdraw all its military forces forthwith and unconditionally to the internationally recognized boundaries of Lebanon:\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>3.\t<\/span>Reiterates<\/u> its call for strict respect for the sovereignty, independence, unity and territorial integrity of Lebanon within its internationally recognized boundaries;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>4.\t<\/span>Demands<\/u> that Israel desist forthwith from its practices and measures against the civilian population in southern Lebanon, which impede the restoration of normal conditions in the area and threaten the reconciliation efforts towards restoring peace and security in the whole country;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>5.\t<\/span>Decides<\/u> to keep the situation under review and requests the Secretary-General to report to the Council as appropriate.\n\t\t\t\t<\/div>\n
\n\t\t\t\t\t<\/span>The President stated that, in accordance with the provisions of rule 38 of the Council's provisional rules of procedure, the representative of the United Arab Emirates had requested that the revised draft resolution submitted by Lebanon (S\/17730\/Rev.2) be put to the vote; there being no objection, it was so decided.\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>The Security Council then proceeded to vote on the revised draft resolution (S\/17730\/Rev.2), which received 11 votes in favour to 1 against (United States of America), with 3 abstentions (Australia, Denmark, United Kingdom of Great Britain and Northern Ireland) and was not adopted owing to the negative vote of a permanent member of the Security Council.\n\t\t\t\t<\/div>\n
