font-size:smaller\">\t<\/span>The International Meeting in Support of the Israeli-Palestinian Peace Process was held under the auspices of the Committee on the Exercise of the Inalienable Rights of the Palestinian People of the United Nations in Brussels on 28 and 29 June 2011.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">2.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Meeting aimed at contributing to international efforts at achieving peace between Israelis and Palestinians by looking at the role of Europe in advancing a two-State solution.&nbsp;&nbsp;It took stock of 20 years of European efforts to promote Israeli-Palestinian peacemaking; examined current efforts at resuming direct negotiations for a permanent settlement; and looked at other possible options, including achieving a two-State solution through multilateral mechanisms.&nbsp;&nbsp;The Meeting considered current European political initiatives, including the parameters for a negotiated settlement, endorsed by the European Union in April 2011, as well as the role of parliamentarians and civil society in promoting peace.<\/p><\/div>\n<p><\/p>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:9pt;font-family:Times New Roman, serif;\">3.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>At the outset of the Meeting, the Participants reviewed the European role during the past 20 years of efforts to promote Israeli-Palestinian peace.&nbsp;&nbsp;They acknowledged the Madrid Peace Conference of 1991 as a decisive step towards initiating a political process and negotiations between the parties.&nbsp;&nbsp;Its terms of reference, including the land-for-peace formula, provided the vision for ending the Israeli occupation of Arab lands that started on 4<\/span><span style=\"color:#000000;font-size:6pt;font-family:Times New Roman, serif;\"><sup>th<\/sup><\/span><span style=\"color:#000000;font-size:9pt;font-family:Times New Roman, serif;\">&nbsp;of June 1967 and achieving peace between Israel and all its neighbours.&nbsp;&nbsp;They also assessed the Oslo process that started with the signing of the Oslo accords in 1993 as a result of direct negotiations between Israel and the Palestine Liberation Organization.&nbsp;&nbsp;It led to the establishment of the Palestinian Authority and its various self-governing institutions.&nbsp;&nbsp;In the absence of a breakthrough in the political process, the Quartet, with the active participation of the European Union, developed in 2003 the Road Map &#8211; a performance-based guide to a permanent two-State solution of the conflict.&nbsp;&nbsp;European countries had played and continue to play an important role in all stages of that process.&nbsp;&nbsp;These efforts were complemented by initiatives of other countries or group of countries, namely the United States under the Clinton Administration producing important parameters for a solution and the Arab Peace Initiative of 2002.&nbsp;&nbsp;These milestone initiatives in Middle East peacemaking were geared towards building confidence and trust between the parties, and, with the assistance of the wider international community, arrive at a solution of all permanent status issues: borders, security, Jerusalem, settlements, refugees and water.&nbsp;&nbsp;The Organizers shared the serious concern expressed by many Participants that these various initiatives had not so far led to a comprehensive, just and lasting solution of the Israeli-Palestinian conflict.&nbsp;&nbsp;Nevertheless, they produced a set of principles for a solution recognized by the Palestinian side and the world community.&nbsp;&nbsp;The time has come for the vision of two States, Israel and Palestine, living side by side in peace and security within mutually recognized borders, to take shape, with the independence of a sovereign and viable State of Palestine.<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">4.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Participants looked into the current state of affairs in the political process between the Israelis and the Palestinians, regretting the prolonged impasse of the peace efforts and reiterating their full support for the revival of the Middle East peace process, based on relevant Security Council resolutions, the Madrid terms of reference, including the principle of land for peace, the Quartet&#8217;s Road Map, the Arab Peace Initiative and the existing agreements between the Israeli and Palestinian sides.&nbsp;&nbsp;The Organizers urged the parties to resume, without delay, direct negotiations, on the basis of the well-known and globally-accepted parameters, which was the preferred path to the resolution of the conflict by the international community.&nbsp;&nbsp;The Organizers appreciate that the Participants had stated their firm commitment to ending the Israeli occupation which started on 4 June 1967 in order to achieve a permanent two-State solution in which Israel and Palestine would live side by side in peace and security within mutually recognized borders.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">5.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Organizers once again emphasized that developments on the ground are critical and crucial in creating a climate conducive to a resumption of negotiations.&nbsp;&nbsp;They reiterate that Israeli settlements and the separation wall built on Palestinian land are illegal under international law and represent an obstacle to peace and should be stopped in the OPT including East Jerusalem.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">6.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Participants pointed out that the fundamental changes sweeping across the Arab world have made the need for progress on the Middle East peace process all the more urgent.&nbsp;&nbsp;The Organizers agree it is imperative to redouble efforts to break the deadlock and ensure the legitimate aspirations of the Palestinian people for independence in their State of Palestine.&nbsp;&nbsp;Reaching a solution between Israel and the Palestinians would also be an important stabilizing force in the wider Middle East.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">7.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Organizers and the Participants appreciate the European Union&#8217;s political support towards the resumption of the peace process, and its position on the key parameters and principles, set out in the Council of the European Union&#8217;s Conclusions of December 2009 and reaffirmed in its Conclusions in December 2010.&nbsp;&nbsp;These include the European Union&#8217;s position not to recognize any changes to the pre-1967 borders, including with regard to Jerusalem, other than those agreed by the parties, and its support towards finding a solution to resolve the status of Jerusalem as the future capital of two States.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">8.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Organizers together with a number of Participants welcomed the Joint Security Council Statement by the United Kingdom, France and Germany, as well as of Portugal, of February 2011, subsequently endorsed by the European Union, which called for the creation of the Palestinian State on pre-1967 borders, with agreed land swaps, an immediate halt to settlement activity, a just, fair and agreed solution to the question of Palestine refugees, and agreement on the status of Jerusalem as the future capital of both countries.&nbsp;&nbsp;The Statements also called for security arrangements that respect Palestinian sovereignty and protect Israel&#39;s security.&nbsp;&nbsp;The Participants also recalled the speech by President Barack Obama on 19 May 2011 which underscored the need to establish the Palestinian State on pre-1967 borders.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">9.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Participants noted the important role played by the Quartet, and called on it to take the lead and convene an urgent meeting, as called for by the EU High Representative for Foreign Affairs and Security Policy, Catherine Ashton, in order to endorse parameters for a negotiated two-State settlement set out in the Joint Security Council Statement.&nbsp;&nbsp;The Participants also welcomed the initiative by France to convene a peace conference with both parties in July, in an effort to restart the negotiations with a view to achieving a solution to the conflict<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">10.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Organizers wish to reiterate the importance of the readiness of Palestinian institutions for statehood, referring to the assessments by the World Bank, the IMF, and the United Nations that the Palestinian Authority is above the threshold for a functioning State in the key sectors studied, and that Palestinian institutions compare favourably with those in established states; and the subsequent endorsement by the Ad Hoc Liaison Committee of these assessments.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">11.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Organizers wish to express appreciation to the European Union for its political and financial support for the State-building process by the Palestinian Authority.&nbsp;&nbsp;The Participants noted the financial support provided by the European Union to the Palestinian Authority, through the European Commission, which represented the largest share of the multilateral assistance to the Palestinian Authority.&nbsp;&nbsp;The Participants praised the individual Member States of the European Union, some of which were among the main bilateral donors to the Palestinian Authority.&nbsp;&nbsp;The Participants also welcomed the signing, in April 2011, of the Agreement between the European Union and the Palestinian Authority, giving immediate access and full liberalization to all agricultural products, processed agricultural products and fish and fishery products originating in the West Bank and Gaza Strip, which will further facilitate Palestinian trade, a crucial element for an emerging viable State.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">12.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Participants pointed out, however, that progress on the socio-economic front was not sufficient, as long as the main obstacle to the development, namely the occupation, was still in place.&nbsp;&nbsp;In particular, the Participants expressed frustration at the fact that the political track continued to fall behind the significant progress made by the Palestinian Authority in its State-building agenda.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">13.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Organizers stressed the importance of Palestinian internal unity for the creation of the viable, sovereign and internationally recognized State of Palestine.&nbsp;&nbsp;They welcomed the reconciliation agreement concluded in April 2011 under the Egyptian auspices, and called on the parties to fully implement it.&nbsp;&nbsp;The Organizers wish to express appreciation for the continued efforts of Egypt to assist in bringing about Palestinian reconciliation.&nbsp;&nbsp;The Organizers welcome the support of the European Union of the Palestinian reconciliation efforts, based on the principles of non-violence, and its commitment to continue its support, including through direct financial assistance, for a new Palestinian Government composed of independent figures, as expressed in the conclusions of the Council of the European Union on 23 May 2011 and reaffirmed by the High Representative of the Union for Foreign Affairs and Security Policy.<\/p><\/div>\n<p><\/p>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:9pt;font-family:Times New Roman, serif;\">14.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Participants noted that the month of September would be important for Palestinian and international efforts at bringing about Palestinian statehood.&nbsp;&nbsp;In particular, a number of factors will converge in September: President Obama&#8217;s target for a peace agreement between Israel and the Palestinians; the completion of the Palestinian two-year State-building programme; and the request by the Palestinians for the recognition of their statehood.&nbsp;&nbsp;The Participants noted the efforts of Palestine, the Arabs and others in advancing the cause of recognition and admission of Palestine as a member of the United Nations at the 66<\/span><span style=\"color:#000000;font-size:6pt;font-family:Times New Roman, serif;\"><sup>th<\/sup><\/span><span style=\"color:#000000;font-size:9pt;font-family:Times New Roman, serif;\">&nbsp;session of the General Assembly which will start in September 2011.&nbsp;&nbsp;<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">15.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>In this regard, the Participants noted that Palestine has already been recognized as a State by a substantial number of countries.&nbsp;&nbsp;The Organizers endorse the call by the Participants on the European Union to collectively recognize the State of Palestine, as well as on its Member States to individually recognize the State of Palestine, if they have not already done so.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">16.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Turning to the national parliaments and inter-parliamentary organizations, and civil society organisations, the Participants pointed out the important role these organisations have played in advancing the Israeli-Palestinian political process, particularly through their work towards upholding international law and promoting an effective political dialogue aimed at resuming the negotiations and resolving all permanent status issues.&nbsp;&nbsp;The Organizers encourage these organisations to develop closer cooperation among themselves, with Israeli and Palestinian lawmakers and civil society organizations, and with the United Nations and its Committee on the Exercise of the Inalienable Rights of the Palestinian People, and remain closely engaged on the issue, with a view to supporting a comprehensive, just and lasting settlement of the question of Palestine.<\/p><\/div>\n<p><\/p>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:9pt;font-family:Times New Roman, serif;\">17.<span class=\"Apple-tab-span\" style=\"white-space:pre; Ils ont not&#233; que la Conf&#233;rence de paix de Madrid, tenue en 1991, avait marqu&#233; une &#233;tape d&#233;cisive vers l&#8217;ouverture d&#8217;un processus politique et de n&#233;gociations entre les parties. Les principes &#233;nonc&#233;s &#224; la Conf&#233;rence, notamment l&#8217;&#233;change de territoires contre la paix, ont jet&#233; les bases de la cessation de l&#8217;occupation isra&#233;lienne des territoires arabes qui avait commenc&#233; le 4 juin 1967 et de l&#8217;instauration de la paix entre Isra&#235;l et l&#8217;ensemble de ses voisins. Ils ont &#233;galement &#233;valu&#233; le processus d&#8217;Oslo, amorc&#233; &#224; <\/p><\/div>\n<p><br style=\"page-break-before:always; clear:both\" \/><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">la signature des accords d&#8217;Oslo en 1993 &#224; l&#8217;issue de n&#233;gociations directes men&#233;es entre Isra&#235;l et l&#8217;Organisation de lib&#233;ration de la Palestine. Ce processus avait conduit &#224; la cr&#233;ation de l&#8217;Autorit&#233; palestinienne et de ses diverses institutions autonomes. Le processus politique ne progressant gu&#232;re, en 2003, le Quatuor avait mis au point, avec la participation active de l&#8217;Union europ&#233;enne, la Feuille de route, plan d&#8217;action ax&#233; sur les r&#233;sultats en vue d&#8217;un r&#232;glement permanent du conflit isra&#233;lo-palestinien pr&#233;voyant deux &#201;tats. Les pays europ&#233;ens avaient jou&#233; et jouent encore un r&#244;le important &#224; toutes les &#233;tapes du processus. Des initiatives lanc&#233;es par d&#8217;autres pays ou groupes de pays &#233;taient venues s&#8217;ajouter &#224; ces efforts, en particulier la d&#233;finition, par les &#201;tats-Unis de Clinton, d&#8217;importants param&#232;tres en vue d&#8217;une solution, et l&#8217;Initiative de paix arabe, adopt&#233;e en 2002. Ces actions, d&#233;terminantes pour le r&#233;tablissement de la paix au Moyen-Orient, avaient pour objectif d&#8217;instaurer la confiance entre les parties et de parvenir, avec l&#8217;aide de la communaut&#233; internationale dans son ensemble, &#224; un r&#232;glement de toutes les questions li&#233;es au statut permanent, &#224; savoir, les fronti&#232;res, la s&#233;curit&#233;, J&#233;rusalem, les implantations isra&#233;liennes, les r&#233;fugi&#233;s et l&#8217;approvisionnement en eau. Comme nombre de participants, les organisateurs se sont inqui&#233;t&#233;s que ces diverses initiatives n&#8217;aient pas permis jusqu&#8217;&#224; pr&#233;sent de parvenir &#224; un r&#232;glement global, juste et durable du conflit isra&#233;lo-palestinien. Ils ont n&#233;anmoins pr&#233;sent&#233;, &#224; cette fin, un ensemble de principes, qui ont &#233;t&#233; reconnus par la partie palestinienne et la communaut&#233; internationale. Le moment est venu de donner corps &#224; l&#8217;id&#233;e de deux &#201;tats, Isra&#235;l et la Palestine, vivant c&#244;te &#224; c&#244;te dans la paix et la s&#233;curit&#233; &#224; l&#8217;int&#233;rieur de fronti&#232;res mutuellement reconnues, avec un &#201;tat de Palestine ind&#233;pendant, souverain et viable.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">4.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Les participants ont examin&#233; l&#8217;&#233;tat actuel du processus politique entre Isra&#233;liens et Palestiniens, regrettant l&#8217;impasse persistante dans laquelle se trouvaient les efforts de paix et r&#233;affirmant qu&#8217;ils appuyaient pleinement la relance du processus de paix au Moyen-Orient, sur la base des r&#233;solutions pertinentes du Conseil de s&#233;curit&#233;, des principes de la Conf&#233;rence de Madrid, notamment l&#8217;&#233;change de territoires contre la paix, de la Feuille de route du Quatuor, de l&#8217;Initiative de paix arabe et des accords existants entre les parties isra&#233;lienne et palestinienne. Les organisateurs ont exhort&#233; les parties &#224; reprendre imm&#233;diatement des n&#233;gociations directes en s&#8217;appuyant sur les param&#232;tres bien connus et universellement admis, qui constituent, aux yeux de la communaut&#233; internationale, le moyen privil&#233;gi&#233; de parvenir au r&#232;glement du conflit. Les organisateurs se sont f&#233;licit&#233;s que les participants se soient dit fermement d&#233;termin&#233;s &#224; mettre fin &#224; l&#8217;occupation isra&#233;lienne remontant au 4 juin 1967 afin de parvenir &#224; un r&#232;glement permanent pr&#233;voyant deux &#201;tats, Isra&#235;l et la Palestine, qui vivraient c&#244;te &#224; c&#244;te dans la paix et la s&#233;curit&#233; dans des fronti&#232;res mutuellement reconnues. <\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">5.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Les organisateurs ont de nouveau soulign&#233; que l&#8217;&#233;volution de la situation sur le terrain jouait un r&#244;le crucial pour cr&#233;er des conditions propices &#224; la reprise des n&#233;gociations. Ils ont rappel&#233; que les implantations isra&#233;liennes et le mur de s&#233;paration construit sur le territoire palestinien &#233;taient ill&#233;gaux au regard du droit international, constituaient un obstacle &#224; la paix et devaient donc &#234;tre &#233;limin&#233;s dans les territoires palestiniens occup&#233;s, notamment &#224; J&#233;rusalem-Est.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">6.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Les participants ont fait remarquer que, du fait des profonds changements qui secouaient le monde arabe, il &#233;tait d&#8217;autant plus urgent de faire avancer le processus de paix au Moyen-Orient. Les organisateurs se sont accord&#233;s &#224; dire qu&#8217;il fallait imp&#233;rativement redoubler d&#8217;efforts pour sortir de l&#8217;impasse et r&#233;aliser l&#8217;aspiration l&#233;gitime du peuple palestinien d&#8217;acc&#233;der &#224; l&#8217;ind&#233;pendance par la cr&#233;ation de l&#8217;&#201;tat de Palestine. Le r&#232;glement du conflit isra&#233;lo-palestinien constituerait &#233;galement un important facteur de stabilisation dans la r&#233;gion du Moyen-Orient.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">7.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Les organisateurs et les participants se sont f&#233;licit&#233;s de l&#8217;appui politique de l&#8217;Union europ&#233;enne &#224; la reprise du processus de paix et de sa position sur les principaux param&#232;tres et principes que le Conseil de l&#8217;Union europ&#233;enne avait d&#233;finis dans ses conclusions de d&#233;cembre 2009 et r&#233;affirm&#233;s dans ses conclusions de d&#233;cembre 2010. L&#8217;Union europ&#233;enne a notamment fait savoir qu&#8217;elle ne reconna&#238;trait aucune modification du trac&#233; des fronti&#232;res d&#8217;avant 1967, y compris en ce qui concerne J&#233;rusalem, qui n&#8217;auraient pas &#233;t&#233; approuv&#233;e par les parties, et qu&#8217;elle avait &#224; c&#339;ur de trouver un moyen de r&#233;gler la question du statut de J&#233;rusalem, la future capitale des deux &#201;tats.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">8.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Les organisateurs et nombre de participants ont accueilli avec satisfaction la d&#233;claration conjointe du Royaume-Uni, de la France et de l&#8217;Allemagne au sein du Conseil de s&#233;curit&#233;, ainsi que celle du Portugal, publi&#233;es en f&#233;vrier 2011 puis approuv&#233;es par l&#8217;Union europ&#233;enne, qui appelaient &#224; la cr&#233;ation d&#8217;un &#201;tat palestinien dans les fronti&#232;res d&#8217;avant 1967, et pr&#233;voyaient des &#233;changes de territoires d&#233;cid&#233;s d&#8217;un commun accord, la cessation imm&#233;diate des activit&#233;s d&#8217;implantation, un r&#232;glement juste et concert&#233; de la question des r&#233;fugi&#233;s palestiniens et un accord concernant le statut de J&#233;rusalem, la future capitale des deux pays. Les d&#233;clarations pr&#233;conisaient &#233;galement la mise en place de mesures de s&#233;curit&#233; qui respecteraient la souverainet&#233; palestinienne tout en assurant la s&#233;curit&#233; d&#8217;Isra&#235;l. Les participants ont &#233;galement rappel&#233; le discours prononc&#233; par le Pr&#233;sident Barack Obama le 19 mai 2011, qui soulignait la n&#233;cessit&#233; de cr&#233;er un &#201;tat palestinien fond&#233; sur les fronti&#232;res d&#8217;avant 1967.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">9.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Les participants ont not&#233; le r&#244;le important jou&#233; par le Quatuor et ont pri&#233; celui-ci de montrer la voie et de convoquer une r&#233;union d&#8217;urgence, ainsi que l&#8217;a demand&#233; la Haut-Repr&#233;sentante de l&#8217;Union europ&#233;enne pour les affaires &#233;trang&#232;res et la politique de s&#233;curit&#233;, Catherine Ashton, de mani&#232;re &#224; adopter les param&#232;tres n&#233;cessaires pour parvenir au r&#232;glement n&#233;goci&#233; reposant sur le principe de deux &#201;tats d&#233;crit dans la d&#233;claration commune du Conseil de s&#233;curit&#233;. Les participants se sont &#233;galement f&#233;licit&#233;s de l&#8217;initiative prise par la France de convoquer une conf&#233;rence de la paix avec les deux parties en juillet, afin d&#8217;essayer de relancer les n&#233;gociations et de trouver une solution au conflit. <\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">10.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Les organisateurs souhaitent r&#233;it&#233;rer combien il est important que les institutions palestiniennes soient pr&#233;par&#233;es &#224; l&#8217;&#233;dification d&#8217;un &#201;tat et se r&#233;f&#232;rent aux &#233;valuations faites par la Banque mondiale, le FMI et l&#8217;Organisation des Nations Unies selon lesquelles l&#8217;Autorit&#233; palestinienne fonctionne largement comme un &#201;tat dans les secteurs clefs examin&#233;s et les institutions palestiniennes soutiennent tout &#224; fait la comparaison avec celles d&#8217;&#201;tats &#233;tablis, et r&#233;affirmer que le Comit&#233; sp&#233;cial de liaison a avalis&#233; ces &#233;valuations.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">11.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Les organisateurs souhaitent remercier l&#8217;Union europ&#233;enne de son appui financier et politique au processus d&#8217;&#233;dification d&#8217;un &#201;tat par l&#8217;Autorit&#233; palestinienne. Les participants ont pris acte du soutien financier apport&#233; par l&#8217;Union europ&#233;enne &#224; l&#8217;Autorit&#233; palestinienne, par le biais de la Commission europ&#233;enne, qui a repr&#233;sent&#233; la part la plus importante de l&#8217;assistance multilat&#233;rale dont a b&#233;n&#233;fici&#233; l&#8217;Autorit&#233;. Les participants ont f&#233;licit&#233; les &#201;tats membres de l&#8217;Union europ&#233;enne, dont certains ont figur&#233; parmi les principaux donateurs bilat&#233;raux &#224; l&#8217;Autorit&#233; palestinienne. Ils se sont &#233;galement f&#233;licit&#233;s de la signature en avril 2011 de l&#8217;Accord entre l&#8217;Union europ&#233;enne et l&#8217;Autorit&#233; palestinienne autorisant le libre acc&#232;s imm&#233;diat au march&#233; europ&#233;en de tous les produits agricoles, produits agricoles transform&#233;s et poissons et produits de la p&#234;che venant de la Cisjordanie et de la bande de Gaza, qui facilitera encore le commerce palestinien, &#233;l&#233;ment crucial d&#8217;un &#201;tat &#233;mergent viable.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">12.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Les participants ont toutefois soulign&#233; que les progr&#232;s sur le plan socio&#233;conomique &#233;taient loin d&#8217;&#234;tre suffisants, le principal obstacle au d&#233;veloppement, &#224; savoir l&#8217;occupation, n&#8217;ayant pas encore &#233;t&#233; supprim&#233;. Les participants se sont notamment d&#233;clar&#233;s frustr&#233;s par le fait que le processus politique continuait de prendre du retard par rapport aux progr&#232;s consid&#233;rables r&#233;alis&#233;s par l&#8217;Autorit&#233; palestinienne dans son programme d&#8217;&#233;dification d&#8217;un &#201;tat.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">13.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Les organisateurs ont soulign&#233; l&#8217;importance de l&#8217;unit&#233; palestinienne interne pour la cr&#233;ation d&#8217;un &#201;tat de Palestine viable, souverain et reconnu par la communaut&#233; internationale. Ils se sont f&#233;licit&#233;s de l&#8217;accord de r&#233;conciliation conclu en avril 2011 sous les auspices de l&#8217;&#201;gypte et ont pri&#233; les parties de le mettre pleinement en &#339;uvre. Ils souhaitent remercier l&#8217;&#201;gypte pour les efforts qu&#8217;elle n&#8217;a cess&#233; de d&#233;ployer aux fins de la r&#233;conciliation palestinienne. Ils se f&#233;licitent de l&#8217;appui apport&#233; par l&#8217;Union europ&#233;enne aux efforts de r&#233;conciliation palestiniens se fondant sur les principes de la non-violence et de son intention d&#233;clar&#233;e de continuer sur cette voie, notamment par le biais d&#8217;une assistance financi&#232;re directe &#224; un nouveau Gouvernement palestinien compos&#233; de personnalit&#233;s ind&#233;pendantes, comme indiqu&#233; dans les conclusions du Conseil de l&#8217;Union europ&#233;enne le 23 mai 2011 et r&#233;affirm&#233; par la Haut-Repr&#233;sentante de l&#8217;Union pour les affaires &#233;trang&#232;res et la politique de s&#233;curit&#233;.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">14.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Les participants ont not&#233; que le mois de septembre serait important pour les efforts palestiniens et internationaux d&#8217;&#233;dification d&#8217;un &#201;tat palestinien. Un certain nombre d&#8217;&#233;l&#233;ments seront notamment r&#233;unis en septembre : l&#8217;&#233;ch&#233;ance fix&#233;e par le Pr&#233;sident Obama pour un accord de paix entre Isra&#235;l et les Palestiniens; l&#8217;ach&#232;vement du programme de deux ans d&#8217;&#233;dification d&#8217;un &#201;tat palestinien; et la requ&#234;te pr&#233;sent&#233;e par les Palestiniens d&#8217;obtenir le statut d&#8217;&#201;tat. Les participants ont not&#233; les efforts d&#233;ploy&#233;s par la Palestine, les Arabes et autres parties pour que la Palestine soit reconnue en tant qu&#8217;&#201;tat et qu&#8217;elle devienne Membre de l&#8217;Organisation des Nations Unies &#224; la soixante-sixi&#232;me session de l&#8217;Assembl&#233;e g&#233;n&#233;rale, qui commencera en septembre 2011.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">15.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>&#192; cet &#233;gard, les participants ont not&#233; que la Palestine avait d&#233;j&#224; &#233;t&#233; reconnue en tant qu&#8217;&#201;tat par un nombre non n&#233;gligeable de pays. Les organisateurs font sien l&#8217;appel lanc&#233; par les participants &#224; l&#8217;Union europ&#233;enne pour qu&#8217;elle reconnaisse collectivement l&#8217;&#201;tat palestinien ainsi qu&#8217;&#224; ses &#201;tats membres pour qu&#8217;ils fassent de m&#234;me individuellement, s&#8217;ils ne l&#8217;ont pas encore fait.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">16.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>S&#8217;agissant des parlements nationaux, des organisations interparlementaires et des organisations de la soci&#233;t&#233; civile, les participants ont soulign&#233; le r&#244;le important que ces entit&#233;s avaient jou&#233; pour faire avancer le processus politique isra&#233;lo-palestinien, notamment en s&#8217;employant &#224; faire pr&#233;valoir le droit international et en promouvant un dialogue politique efficace visant la reprise des n&#233;gociations et le r&#232;glement de l&#8217;ensemble des questions ayant trait au statut permanent.
