Now Hamas faces a dilemma: Will it continue the moderating trend that led it to take part in the elections in the first place, or fracture under the pressure of living up to internationally expected norms of governance? <\/span><\/p><\/div>\n<div style=\"text-align:left;padding-top:11px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">Writing in <\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><i>Foreign Affairs<\/i><\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">, which offers a sneak peek of its next edition here, Israeli General Michael Herzog sees <\/span><a href=\"http:\/\/www.foreignaffairs.org\/20060301faessay85207\/michael-herzog\/can-hamas-be-tamed.html\" style=\"color:#0000ff;text-align:left;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\"><u>little likelihood of Hamas changing its stripes<\/u><\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">. But CFR Fellow Henry Siegman, speaking to cfr.org&#39;s Bernard Gwertzman, says <\/span><a href=\"http:\/\/www.cfr.org\/publication\/9693\/siegman.html\" style=\"color:#0000ff;text-align:left;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\"><u>the unexpected position Hamas finds itself in may force it to abandon its radical ways<\/u><\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">. <\/span><\/p><\/div>\n<div style=\"text-align:left;padding-top:11px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">David Makovsky of the Washington Institute for Near East Policy warns in <\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><i>Newsday<\/i><\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;that granting Hamas legitimacy before it commits to nonviolence would <\/span><a href=\"http:\/\/www.washingtoninstitute.org\/templateC06.php?CID=892\" style=\"color:#0000ff;text-align:left;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\"><u>undermine Palestinian moderates<\/u><\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">. The <\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><i>Wall Street Journal<\/i><\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;says the win gives Hamas a chance to show <\/span><a href=\"http:\/\/www.opinionjournal.com\/editorial\/feature.html?id=110007874\" style=\"color:#0000ff;text-align:left;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\"><u>it has an agenda beyond terror<\/u><\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">.
