Peace will not be achieved by Palestinian rulers who<br \/>\nintimidate opposition, tolerate corruption, and maintain ties to terrorist<br \/>\ngroups. The long suffering Palestinian people deserve better. They<br \/>\ndeserve true leaders capable of creating and governing a free and peaceful<br \/>\nPalestinian state.<\/p><\/div>\n<div style=\"color:#000000;font-size:10pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">\nEven after the setbacks and frustrations of recent months, good will<br \/>\nand hard effort can achieve the promise of the roadmap to peace. Those<br \/>\nwho would lead a new Palestinian state should adopt peaceful means to<br \/>\nachieve the rights of their people, and create the reformed institutions of a<br \/>\nstable democracy. Arab states should end incitement in their own media,<br \/>\ncut off public and private funding for terrorism, and establish normal<br \/>\nrelations with Israel. Israel should impose a settlement freeze, dismantle<br \/>\nunauthorized outposts, end the daily humiliation of the Palestinian people,<br \/>\nand avoid any actions that prejudice final negotiations.
