Señor Presidente, Señoras y Señores Diputados,<\/p><\/div>\n

<\/p>\n

\n

Permítanme iniciar diciendo que hace una semana exactamente se reunía en Berlín el Cuarteto y que el documento que ha puesto en circulación esa misma noche recoge nuestra solidaridad con los miembros de la Autoridad palestina, con el Parlamento y, como muy bien lo ha dicho el Presidente del Parlamente Europeo, con otras personas detenidas.<\/p><\/div>\n

<\/p>\n

\n

Vuelvo de un viaje largo por toda la región, donde he tenido la ocasión de ver a los principales líderes regionales y de hacer un análisis de la situación para poder informar a los miembros del Cuarteto que se reunía el miércoles pasado.<\/p><\/div>\n

<\/p>\n

\n

He hecho este viaje más o menos en las mismas fechas que el Presidente del Parlamento Europeo con quien estuve en contacto telefónico, y también con un grupo distinguido de miembros del Parlamento.<\/p><\/div>\n

<\/p>\n

\n

Señor Presidente, esta sesión reviste una importancia especial. Se celebra una fecha también muy importante para Israel, para Palestina, para los ciudadanos del mundo en general y del mundo árabe en particular. Estamos viviendo los 40 años desde el estallido de la guerra de 1967 de la que aún estamos sufriendo las muchas y malas consecuencias. Cuando uno mira estos cuarenta años su corazón se le estremece. Han sido cuarenta años de ocupación, de sufrimiento, para las dos partes, de violencia. Y cuarenta años también donde ha habido asentamientos en los territorios ocupados por parte de Israel.<\/p><\/div>\n

<\/p>\n

\n

Ante esta situación tenemos dos maneras de enfrentar las cosas: mirar hacia atrás para sacar la lección de qué errores no hay que volver a cometer o mirar hacia adelante y tratar de ver si podemos sacar la lección la más importante de todas: que la única solución es la paz, un proceso de paz rápido.<\/p><\/div>\n

<\/p>\n

\n

Procesos ha habido muchos. Oportunidades perdidas ha habido muchas. Hoy tenemos todos que tener la voluntad de actuar, no sólo de pensar. Tenemos que actuar para que, de verdad, la paz sea una realidad en esas tierras tan queridas por muchos de nosotros y en general por los europeos.<\/p><\/div>\n

<\/p>\n

En los territorios ocupados, estamos viviendo momentos difíciles de violencia interpalestina y también de violencia renovada entre Israel y Palestina. Los altos el fuego no han sido escuchados ni entre palestinos ni entre palestinos e israelíes.<\/p><\/div>\n

<\/p>\n

\n

Quisiera hacer un llamamiento a todos los que puedan tener una responsabilidad sobre ello para que se pueda crear un clima propicio para avanzar hacia la paz.<\/p><\/div>\n

<\/p>\n

\n

Tuve la ocasión de visitar Gaza. Visitar Gaza en estos días es realmente importante. Ver allí al Presidente de la Autoridad Palestina me pareció una obligación moral, para que no diera la impresión que el mundo olvidaba completamente lo que estaba pasando allí.<\/p><\/div>\n

<\/p>\n

\n

Gaza está en una situación difícil, de violencia entre palestinos que no lleva a ningún sitio. Por lo tanto hay que tratar de calmar esa violencia y que de una vez puedan empezar a trabajar conjuntamente todos los palestinos por una causa común: la paz con sus vecinos y entre ellos mismos.<\/p><\/div>\n

Estamos haciendo todo lo que podemos, tanto desde mi posición como desde la posición de la Comisión con su ayuda generosa. La situación en Palestina desde el punto de vista económico y social es dramática. Por tanto creo que, en cuanto pasen unos días y tengamos la posibilidad de volver a reunirnos con los dirigentes políticos, habrá que pensar en hacer un plan especial de ayuda para Gaza. De lo contrario podríamos estar en un una situación realmente difícil en Gaza que será difícil complicada recuperar para un proceso auténtico de paz.<\/p><\/div>\n

El llamamiento que hizo ayer solemnemente el Presidente Abbas en el día aniversario del inicio de la guerra del 67 merece la pena ser leído u analizado por todos, porque tiene un valor moral y un coraje dignos de ser tomados en consideración.<\/p><\/div>\n

<\/p>\n

\n

También estuve en Israel donde me reuní con el Primer Ministro y con la Ministra de Asuntos Exteriores. Estuve en Sderot, la localidad más bombardeada por los "kasams". Me parecía justo mostrar nuestra solidaridad, la solidaridad europea con todos los que están sometidos a algún tipo de violencia, incluidos los que están sometidos a la violencia de los "kasams". Viví allí unos momentos duros y difíciles, pero uno tiene una conciencia más clara de lo que está pasando si lo vive realmente sobre el terreno.<\/p><\/div>\n

Los miembros del Cuarteto hemos pedido, en nuestra declaración del miércoles pasado, contención a Israel. Saben que Israel está pasando una situación política difícil. Las elecciones primarias del partido laborista están a punto de acabar y veremos cuál será la configuración, del nuevo gobierno si es que hay cambios tras las elecciones en el partido laborista de Israel.<\/p><\/div>\n

<\/p>\n

\n

Quisiera decir también que en la resolución del Cuarteto hay una llamada clara y enérgica a que la transferencia de recursos de Israel a las autoridades palestinas se realice. La comunidad internacional puede hacer mucho y de hecho mucho está haciendo, y los europeos probablemente los que más. Los países árabes también han empezando a dar dinero al ministro de finanzas palestino y hoy podemos decir que empieza a tener las posibilidades de construir un presupuesto desde el punto de vista de la Autoridad palestina. Pero sin la transferencia de recursos de Israel a Palestina todo lo demás que pueda hacer la comunidad internacional es poco. La forma fundamental de mejorar las condiciones económicas está ligada a que haya una transferencia de los recursos de Israel hacia los palestinos.<\/p><\/div>\n

Quisiera decir que el Cuarteto que tuvimos el miércoles pasado en Berlín es según mi experiencia, que es larga, uno de los mejores que hayamos tenido nunca. Ha sido un Cuarteto en el que hemos tenido la capacidad de reflexionar seriamente sobre cómo poner en marcha un proceso de paz. Si leen el último párrafo de la declaración verán que mira hacia el futuro y compromete a los miembros del Cuarteto a trabajar firmemente en cooperación con las partes – Israel, los palestinos y los Estados árabes para iniciar un proceso de paz, un proceso con un horizonte político. Por primera vez su historia, el Cuarteto va a ir conjuntamente a la zona y en las próximas semanas se reunirá con Israel y los palestinos y se reunirá también con miembros de la Liga árabe que, con su iniciativa por la paz, está cooperando al inicio de la normalización de la vida entre Israel y los palestinos en los territorios.<\/p><\/div>\n

<\/p>\n

\n

Por lo tanto creo que, dentro del desánimo que pueda haber en muchas personas, entre los palestinos y en ciertas franjas de la sociedad israelí, la comunidad internacional, a través del Cuarteto, está reaccionando con la esperanza y con el sentimiento de que, después de cuarenta años, existe la obligación de hacer todos los esfuerzos para avanzar hacia una normalización de la paz, hacia un proceso de paz.<\/p><\/div>\n

\n

Las próximas semanas van a ser claves para poner sobre los raíles un movimiento que nos pueda 0llevar de la situación actual hasta un proceso político que nos conduzca a la paz. Lo que hace falta ahora es ponerse a trabajar sobre ello con todos los miembros del Cuarteto. Nos encontramos en una encrucijada positiva hacia un proceso de paz que podemos a ver dibujado en el horizonte.<\/p><\/div>\n

Señorías, no puedo dejar pasar este tiempo que me han concedido sin decir unas palabras sobre el Líbano. El Líbano atraviesa una vez más unos momentos de crisis muy profunda, algunos de los cuales vienen de atrás. Desde el asesinato del antiguo Primer Ministro Hariri, la situación atravesada el pasado verano, la parálisis política actual agravada por los actos terroristas en dos campos de refugiados.<\/p><\/div>\n

<\/p>\n

\n

Ha habido una reacción del ejercito realmente patriótica como patriótico ha sido el apoyo que ha recibido el Ejército libanés de todas las formaciones políticas, lo cual es algo realmente extraordinario teniendo en cuanta las diferencias que han existido estos últimos meses, semanas y días entre las diferentes facciones libanesas.<\/p><\/div>\n

<\/p>\n

\n

Esperamos y deseamos que esas circunstancias especiales que se están dando estos días, acompañadas por la aprobación por el Consejo de Seguridad de Naciones Unidas de crear el tribunal penal internacional para juzgar los crímenes que se produjeron en el Líbano, permitan llegar a un acuerdo entre todas las fuerzas políticas para desbloquear el proceso político en el Líbano. Este es nuestro deseo y a este deseo estamos cooperando de la mejor manera posible.<\/p><\/div>\n

Señor Presidente, en mis últimas palabras quisiera retomar mis primeras palabras. Hay un momento de esperanza que tenemos que ser capaces de aprovechar, que de una u otra manera tiene que cerrar un ciclo que se inició hace cuarenta años y que esperamos ver cerrado por la paz y por la vida en común, juntos, de dos Estados – un Estado de Israel y un Estado palestino – en una paz que sea comprensiva con los demás, con Siria y el Líbano. Que podamos ver resurgir un Oriente Medio el más esperanzador para todos y próspero y que contribuya de manera constructiva a la paz en toda la región. Para los europeos es un empeño al que no podemos cerrar los ojos y tenga la seguridad de que los míos por lo menos quedarán siempre abiertos.<\/p><\/div>\n

[Subsequent interventions in English, in response to the comments of the parliamentary group leaders and other Members of the European Parliament]<\/p><\/div>\n

Let me respond to the comments of the parliamentary group leaders. Most of their interventions have essentially followed the line that we have been defending for some time. That is that the moment has come to move on from a policy of crisis management – which is very important but is not sufficient – to a policy, together with crisis management, of conflict resolution. We need to work for a political horizon that will really start to lead to a solution to the conflict that started 40 years ago. That is something that we are trying to do in the coming days.<\/p><\/div>\n

<\/p>\n

\n

When I told you that the Quartet met in Berlin last Wednesday I said that, for the first time, the Quartet is committed to starting to work for a political horizon. That means that before the end of this month we will meet – the Quartet as such, together with the Palestinians and the Israelis – in order to push forward the dialogue that is still at a very preliminary stage between President Abbas and Prime Minister Olmert. These are the two people who should find the way to peace. It is our obligation to push and to catalyse this process and that is what we are going to do. That is what is written very clearly in the statement issued by the Quartet last Wednesday.<\/p><\/div>\n

<\/p>\n

\n

I think that this is a profound change and I would like to underline that because when somebody said: "are we going to wait passively for the catastrophe to arrive?" the answer is no! We are not going to do that, we do not want to do that, you don't want to do that, the people in the region do not want to do that. Therefore, the leaders of the Quartet are trying to push forward this mechanism to move on towards a resolution.<\/p><\/div>\n

<\/p>\n

\n

A few other ideas were raised by the parliamentary group leaders. There is the question of an international force. Let me say that for the first time in many, many years, the idea of an international force is not off the agenda. It has, as you know, been presented by members of the Knesset saying that the time may have come to call for an international force, which could, at least in the beginning, have a peacekeeping role, patrolling the border in the south, in the so-called Philadelphi Corridor where, as you know, the Rafah border crossing point is located. The Israelis are also considering that possibility, as are the Palestinians and the Egyptians, with differing intensity. This clearly needs further discussion.<\/p><\/div>\n

<\/p>\n

\n

This links up with what Mrs Napoletano said about the success of the United Nations Interim Force in Lebanon (UNIFIL). The fact that an international force – whose backbone is European, as you know – has been responsible for the application of the UN Security Council resolution has led some in the Israeli government and in the Knesset and in Israel as a whole to think that a model of that nature could perhaps also be applied elsewhere. So, we have to link all the issues together.<\/p><\/div>\n

<\/p>\n

\n

What we have learned from our presence in Lebanon is that it may be possible to apply the model elsewhere, perhaps to provide a monitoring presence which would be absolutely necessary if we want to the peace process to come to fruition.<\/p><\/div>\n

<\/p>\n

\n

I would like to emphasise again, as regards Lebanon, that the United Nations Security Council Resolution on the creation of the tribunal is very important. The reaction to it has been very negative in Syria but the international tribunal is not against any person or any country. It is a tribunal to be set up in order to determine who is responsible for the killing of a good man, a friend of many of ours, Mr Hariri, who was assassinated in a manner that has to be clarified if we want to have peace and reconciliation in Lebanon. The European Union will therefore be working for that.<\/p><\/div>\n

<\/p>\n

I would like to say once again that what we have done, working very determinedly, to mobilize the Quartet in the direction that it is taking now is something that has many fathers and many mothers but you can be sure that the Europeans have been working very hard from the very beginning to arrive at this point. Let us hope that we are able to continue working in that direction. I hope to have in the coming period of time, which will be difficult, the support, help and understanding of the European Parliament.<\/p><\/div>\n

In response to further comments during the debate by Members of the European Parliament, let me say that we are debating a very important issue, the Middle East, and that although the situation is very difficult, this is a time of hope, which has not existed for a long time. I have been involved in the Middle East for many years. I was at the Madrid Conference and at the last Camp David Conference. And not since Camp David have I perceived us to be any closer than I feel we are today to the beginning of a real, meaningful communication and exchange and therefore to the beginning of a political horizon.<\/p><\/div>\n

<\/p>\n

\n

There are three reasons for this: one is the Arab League Initiative, which we did not have at the time of Camp David. Secondly, 40 years have elapsed. I think everybody is exhausted, psychologically, physically and politically. Out of this exhaustion, I think that we have to muster new psychological and political energy in order to move forward. And, thirdly, we have a mechanism, the Quartet, comprising the United Nations, the European Union, the United States and the Russian Federation.<\/p><\/div>\n

<\/p>\n

\n

For the first time, we have the United States and the European Union at the same negotiating table with the parties.<\/p><\/div>\n

<\/p>\n

\n

I believe that all these elements change the horizon. We must try to move on, and not to falter. We cannot achieve a solution to all the problems in 24 hours, or by the end of the month. But we have the opportunity to move the peace process forward.<\/p><\/div>\n

<\/p>\n

\n

And, as a final thought, I want to stress that we must be proud of ourselves, as members of the European Union. If you go to Palestine, as you do, you hear criticism. But probably, if you really talk in depth to the Palestinians and Israelis, you will find a growing sympathy and understanding for the way in which the Europeans are doing things. I think that we Europeans have to recognise this every now and then. Otherwise we will never move forward collectively, as we need to do.<\/p><\/div>\n

Moving this process forward is an effort for everybody. We have an opportunity. Let us see whether, next time we meet, we see progress. We will not see the solution but les us see whether we make progress.<\/p><\/div>\n
