<\/p>\n
I am appealing to the Foreign Ministers of the Organization of Islamic Cooperation (OIC) who are meeting today to firmly and unconditionally support the humanitarian efforts to safeguard civilians in Gaza.<\/p>\n<\/div>\n
At the time of writing these lines<\/span>, harrowing images are still coming out of the\u00a0Al-Ahli Hospital<\/span><\/span><\/a>\u00a0in Gaza\u00a0<\/span>where more than 500 people were reportedly killed last night. An\u00a0UNRWA\u00a0<\/span>school<\/span><\/span><\/a>\u00a0sheltering<\/span>\u00a04,000 internally displaced persons was also hit yesterday, with at least six people killed and dozens injured.<\/p>\n<\/div>\n An unprecedented catastrophe is unfolding before our eyes. Gaza is being strangled and the world seems to have lost its humanity. Every hour we receive\u00a0<\/span>more and more desperate calls for help from people across the Gaza Strip. Thousands of civilians were killed over the last 12 days, including women and children.<\/p>\n<\/div>\n At least one million people were forced to flee their homes in just one week<\/span>.\u00a0 Over half a million displaced persons are sheltering in our schools and other premises in the south of Gaza. An unknown number of people, whom UNRWA is no longer able to assist, remain on our premises in the northern part of the Strip.<\/p>\n<\/div>\n UNRWA has\u00a0<\/span>tragically lost 14 staff members until now and most of our 13,000 staff in Gaza are displaced.<\/p>\n<\/div>\n Not one shipment of aid has been allowed into the Gaza\u00a0<\/span>Strip since the start of this conflict due to the full siege imposed. People are forced to drink water that is not suitable for consumption, as clean potable water is simply not available. Stocks of food, hygiene material and medicine are rapidly dwindling. We are on the brink of a major health and sanitation crisis.<\/p>\n<\/div>\n UNRWA, the largest aid agency in the Gaza Strip, finds itself unable to protect and\u00a0<\/span>assist<\/span>\u00a0civilians as they face the\u00a0<\/span>most\u00a0<\/span>tragic and dangerous escalation<\/span>.<\/span>\u00a0The most urgent goals that we must all work towards are to ensure that civilians<\/span>, including aid workers<\/span>,<\/span>\u00a0are protected, humanitarian access is granted, and\u00a0<\/span>that\u00a0<\/span>UNRWA has the resources it needs to respond to an unprecedented humanitarian and human tragedy unfolding as the world watches.\u00a0<\/span><\/span><\/p>\n<\/div>\n Against this background, I urgently request your support <\/span>for<\/span>\u00a0the following:<\/span><\/span><\/p>\n<\/div>\n First<\/em>, we must reiterate that international humanitarian law must prevail<\/span>, with an immediate cessation of attacks targeting civilians and\u00a0<\/span>civilian objects, including UN and humanitarian personnel and premises<\/span>. It must be underscored that all UN facilities are protected under international law and should never be subjected to attack under any circumstances.\u00a0<\/span><\/span><\/p>\n<\/div>\n Second<\/em>, there is an urgent need to ensure humanitarian access<\/span>. This can be achieved\u00a0<\/span>through\u00a0<\/span>a<\/span>n immediate<\/span>\u00a0humanitarian\u00a0<\/span>ceasefire<\/span>\u00a0to allow without further delay, unimpeded and safe access to humanitarian\u00a0<\/span>assistance<\/span>.<\/span><\/span><\/p>\n<\/div>\n Third<\/em>, UNRWA must receive adequate resources<\/span>.\u00a0\u00a0<\/span>The Agency is short of US$ 100 million for\u00a0<\/span>its core<\/span>\u00a0budget for this year, the backbone of the Agency\u00a0<\/span>which covers<\/span>\u00a0the salaries of all our staff,\u00a0<\/span>including those<\/span>\u00a0in Gaza. Doctors, nurses, social workers, sanitation laborers, security guards: all will suffer if we cannot pay their salaries, which is a real risk as of next month<\/span>.\u00a0\u00a0<\/span><\/span><\/p>\n<\/div>\n Additionally<\/em>, UNRWA has issued a\u00a0<\/span>Flash Appeal<\/span><\/span><\/a>\u00a0of US<\/span>$<\/span>\u00a0104 million for its immediate emergency response to more than a million displaced and vulnerable Palestine\u00a0<\/span>R<\/span>efugees.
