The newly elected Bureau comprises:\n<ul>\n<li><strong>H.E. Neville Melvin Gertze (Namibia)<\/strong> \u2013 Vice-Chair<\/li>\n<li><strong>H.E. Jaime Hermida Castillo (Nicaragua)<\/strong> \u2013 Vice-Chair<\/li>\n<li><strong>H.E. Arrmanatha Christiawan Nasir (Indonesia)<\/strong> \u2013 Vice-Chair (represented by H.E. Hari Prabowo, Deputy Permanent Representative)<\/li>\n<li><strong>H.E. Ernesto Sober\u00f3n Guzm\u00e1n (Cuba)<\/strong> \u2013 Vice-Chair<\/li>\n<li><strong>H.E. UN Photo\/Manuel El\u00edas<\/p><\/div>\n<ul>\n<li>As Chair, I reaffirm the Committee\u2019s unwavering commitment to Palestinian rights. On <strong>31 January<\/strong>, the <a href=\"https:\/\/www.un.org\/unispal\/document\/un-palestinian-rights-committee-bureau-statement-unrwa-ban-31jan2025\/\" target=\"_blank\" rel=\"noopener\">Bureau welcomed<\/a> the Gaza ceasefire as a critical step in halting military operations and addressing immense humanitarian suffering. We demand its full implementation and sustained humanitarian access for Gaza\u2019s <strong>2 million residents<\/strong>, who face devastation, displacement, and disease.<\/li>\n<li>The Committee commends the mediation efforts of <strong>Egypt, Qatar, and the U.S.<\/strong> and urges continued engagement\u2014especially by the <strong>Security Council<\/strong>\u2014toward a lasting cessation of hostilities and the release of all hostages.<\/li>\n<li>However, we strongly <strong>condemn Israel\u2019s ban on UNRWA<\/strong>, which obstructs vital humanitarian operations in direct violation of the <strong>UN mandate<\/strong> and <strong>General Assembly resolutions<\/strong>. UNRWA is irreplaceable in stabilizing the ceasefire and supporting Gaza\u2019s recovery. This ban, imposed immediately after the ceasefire deal, will deepen Gaza suffering\u2014not through airstrikes, but through <strong>deprivation, hunger, and disease.<\/strong><\/li>\n<li>We call on Israel to <strong>immediately reverse<\/strong> this decision, which accelerates humanitarian collapse. As <a href=\"https:\/\/www.un.org\/unispal\/icj-and-question-of-palestine\/\" target=\"_blank\" rel=\"noopener\">reaffirmed<\/a> by the <strong>International Court of Justice (ICJ)<\/strong>, Israel, as the occupying power, has <strong>no sovereignty<\/strong> in the Occupied Palestinian Territory, including <strong>East Jerusalem<\/strong>, where UNRWA operates. This <strong>ban is as unlawful as the occupation itself<\/strong> and must end.<\/li>\n<li>We strongly condemn the excessive and indiscriminate use of force by Israeli forces and demand the immediate lifting of the siege on the <strong>Jenin refugee camp<\/strong> in the occupied West Bank and the immediate stop to the deliberate destruction of neighborhoods and homes using explosives. The devastation in Jenin has resulted in the collapse of critical infrastructure, including <strong>UNRWA\u2019s health clinic<\/strong>, which was bombed in recent attacks. Humanitarian aid to refugees must be allowed to enter to restore essential services and provide urgent relief.<\/li>\n<li>Looking ahead, the Committee\u2019s <strong>2025 Programme of Work<\/strong> prioritizes: <strong>Diplomatic engagement<\/strong> \u2013 Mobilizing Member States and engaging the Security Council;<strong> Awareness raising &amp; advocacy, <\/strong>including global dissemination of updates, information and knowledge via social media and Committee UNISPAL website<strong>; Cooperation<\/strong>, including partnering with intergovernmental and CSOs and NGOs; and <a href=\"https:\/\/www.un.org\/unispal\/capacity-building-programme\/\" target=\"_blank\" rel=\"noopener\"><strong>Capacity Building<\/strong><\/a> \u2013 supporting <strong>Palestinian government staff training<\/strong>.<\/li>\n<li>We rely on the <strong>media<\/strong> to keep focus to expose the rampant <strong>violations<\/strong>, <strong>occupation<\/strong> and threats to a <strong>viable two-State solution.<\/strong><\/li>\n<li>I now give the floor to <strong>H.E.
