  {"id":311815,"date":"2025-09-22T09:42:41","date_gmt":"2025-09-22T13:42:41","guid":{"rendered":"https:\/\/www.un.org\/unispal\/?post_type=document&#038;p=311815"},"modified":"2025-09-29T09:43:04","modified_gmt":"2025-09-29T13:43:04","slug":"norway-statement-22sep25","status":"publish","type":"document","link":"https:\/\/www.un.org\/unispal\/document\/norway-statement-22sep25\/","title":{"rendered":"Norway: Statement at the High-level Conference on the Two-State Solution"},"content":{"rendered":"<p>&nbsp;<\/p>\n<h2 style=\"text-align: center\"><strong>Statement by the Prime Minister of Norway,<\/strong><\/h2>\n<h2 style=\"text-align: center\"><strong>Jonas Gahr St\u00f8re<\/strong><\/h2>\n<h2 style=\"text-align: center\"><strong>High-level International Conference for the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution<\/strong><\/h2>\n<h3 style=\"text-align: center\"><strong>22 September \u2013 General Assembly Hall<\/strong><\/h3>\n<p style=\"text-align: left\"><strong>Excellencies, ladies and gentlemen,<\/strong><\/p>\n<p>Let me first thank President Emmanuel Macron and His Royal Highness Crown Prince Mohammed Bin Salman for bringing us together here in New York.<\/p>\n<p>I would also have liked to salute the President of the State of Palestine, Mahmoud Abbas. He should have been here today.<\/p>\n<p>32 years ago the first Oslo Accords were signed, forever creating an association between my country\u2019s capital and a vision for peace in the Middle East.<\/p>\n<p>Ever since we have worked to one end: peace, security and dignity for the Palestinians and Israelis, living sideby-side in two sovereign states enjoying the rights and obligations that follow from international law.<\/p>\n<p>I have followed this closely, in my role as Prime Minister and before that as Foreign Minister and as SecretaryGeneral of the Norwegian Red Cross.<\/p>\n<p>Today\u2019s Conference marks a historical high-point in international support for and recognition of the State of Palestine.<\/p>\n<p>At the same time, the situation on the ground is perhaps the furthest we have been from its realisation in decades:<\/p>\n<ul>\n<li>The situation in Gaza is catastrophic.<\/li>\n<li>The governance structures created by the Oslo Accords are driven to the verge of collapse.<\/li>\n<li>And the encroachment on Palestinian territory continues.<\/li>\n<\/ul>\n<p>*<\/p>\n<p>The two-state solution is the only credible path to peace and security for both Israelis and Palestinians.<\/p>\n<p>An occupying power cannot have a veto over what happens in a territory it is unlawfully occupying. The Palestinian people have the right to self-determination.<\/p>\n<p>We therefore welcome the recognitions announced this week and over the last year.<\/p>\n<p>It sends an important signal &#8211; underlining the urgent need to:<\/p>\n<ul>\n<li>stop the violence,<\/li>\n<li>improve access to humanitarian assistance,<\/li>\n<li>release the hostages,<\/li>\n<li>and pave the way for a lasting solution.<\/li>\n<\/ul>\n<p>Only last week, this Assembly approved a roadmap of concrete actions to this end.<\/p>\n<p><strong>Friends,<\/strong><\/p>\n<p>There will be no State of Palestine &#8211; or a body to govern Gaza the day after \u2013 without functioning Palestinian authorities.<\/p>\n<p>Preserving and reforming the institutions that we &#8211; together &#8211; have invested in and helped build over the last three decades is critical.<\/p>\n<p>It is critical for the well-being of the Palestinian population in this desperate hour.<\/p>\n<p>And it is critical for peace and security.
