  {"id":313190,"date":"2025-11-24T13:47:18","date_gmt":"2025-11-24T18:47:18","guid":{"rendered":"https:\/\/www.un.org\/unispal\/?post_type=document&#038;p=313190"},"modified":"2025-12-01T13:49:20","modified_gmt":"2025-12-01T18:49:20","slug":"un-experts-press-release-24nov25","status":"publish","type":"document","link":"https:\/\/www.un.org\/unispal\/document\/un-experts-press-release-24nov25\/","title":{"rendered":"UN experts urge States to act as Israeli violations threaten fragile Gaza ceasefire"},"content":{"rendered":"<p>&nbsp;<\/p>\n<p>24 November 2025<\/p>\n<div class=\"node-news__body\">\n<div class=\"wysiwyg-content field field--name-body field--type-text-with-summary field--label-hidden field__item\">\n<p class=\"text--body-copy--gray without-margins\"><strong>GENEVA<\/strong>\u00a0\u2013 Israel\u2019s continuing violations of the ceasefire in Gaza are threatening the fragile truce, UN experts* warned today, urging all States to ensure attacks against civilians cease immediately and unhindered delivery of aid, including medical aid, is allowed into the area.<\/p>\n<p>\u201cSince the ceasefire was announced on 11 October, Israel has reportedly committed at least 393 violations, killing 339 Palestinians, including more than 70 children, and injuring over 871 others,\u201d the experts said. \u201cThe 28 October airstrikes marked the deadliest single night since the ceasefire began, with at least 104 Palestinians killed.\u201d<\/p>\n<p>Attacks continued to be reported across all five governorates of Gaza despite the \u201cceasefire\u201d, with reports of gunfire, artillery shelling, and airstrikes.<\/p>\n<p>\u201cThe ongoing Israeli attacks against the Palestinian population in Gaza constitute a blatant violation of the ceasefire agreement,\u201d the experts said. They urged the international community to step up pressure to make the ceasefire effective and save lives.<\/p>\n<p>Humanitarian access remains critically restricted with only two of six crossings being reopened. \u201cThe volume of aid trucks entering Gaza has never reached the agreed target of 600 per day and has frequently fallen below half that number,\u201d the experts said.<\/p>\n<p>They noted that major hospitals are only partially functional and require restoration, equipment and supplies to reach full operational capacity.<\/p>\n<p>\u201cContinuing failure to ensure that the UN, through UNRWA and OCHA, directly manages aid delivery and distribution in Gaza, as mandated by international law, is unacceptable and cannot be justified,\u201d the experts said.<\/p>\n<p>Violence in the occupied West Bank has also continued to escalate as armed Israeli settlers and soldiers intensify assaults on Palestinian civilians, land, and property. \u201cIn a move that would advance\u00a0<em>de jure<\/em>\u00a0annexation, which is absolutely prohibited, the Israeli Parliament is also advancing legislation to extend Israeli sovereignty to parts of the West Bank,\u201d the experts said.<\/p>\n<p>\u201cIt is past time to fully implement the <a href=\"https:\/\/www.un.org\/unispal\/icj-and-question-of-palestine\/\" target=\"_blank\" rel=\"noopener\">International Court of Justice Advisory Opinion<\/a> ordering the dismantlement of Israel\u2019s occupation and the system of racial segregation and apartheid it entails,\u201d they said.<\/p>\n<p>While welcoming the\u00a0<em><a href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2025\/10\/palestine-any-peace-plan-must-respect-international-law-beginning-self\" target=\"_blank\" rel=\"noopener\">ceasefire<\/a><\/em>, the experts expressed concern that justice and accountability were absent from the current arrangement and the peace plan proposed by the United States. \u201cThere can be no lasting peace without accountability for the crimes committed since 7 October 2023,\u201d they said.<\/p>\n<p>\u201cWe warned that so-called peace initiatives allowing one side to retain militarised control over Gaza would not end occupation but entrench it. Sadly, this is unfolding before our eyes,\u201d they said. \u201cAfter two years of genocidal assault, this \u2018peace plan\u2019 risks adding insult to injury.\u201d<\/p>\n<p>Over 58 per cent of Gaza reportedly remains under Israeli military control, with 40 active Israeli sites still operating beyond the agreed withdrawal line, in clear breach of the ceasefire terms.<\/p>\n<p>The Security Council resolution on an \u201cInternational Stabilization Force (ISF)\u201d to coordinate with Israel and Egypt in border management, alongside newly trained Palestinian police, risks replicating \u2013 if not aggravating \u2013 the model of security coordination that has entrenched Israel\u2019s settler-colonial apartheid regime in the West Bank, the experts said.<\/p>\n<p>The experts urged Member States to act decisively to end the pattern of systematic violations of international law and suffering in occupied Palestine and restore international peace and security.<\/p>\n<p>They called for the following urgent measures:<\/p>\n<ul type=\"disc\">\n<li>Guaranteeing safe humanitarian access through UN-supervised land and naval corridors, including temporary housing before winter;<\/li>\n<li>Opening humanitarian corridors toward the West Bank, East Jerusalem, and Israel for the wounded, sick, older persons, persons with disabilities, pregnant women, and children;<\/li>\n<li>Imposing sanctions on Israel for continued violations of international law and illegal occupation;<\/li>\n<li>A comprehensive arms embargo on Israel;<\/li>\n<li>Full and free access to international media to the Occupied Palestinian Territory, including throughout Gaza.<\/li>\n<li>Ensuring that independent, international investigations are conducted into serious violations of international law, including the killing of civilians in the Gaza Strip, and that prosecutions are initiated under universal jurisdiction;<\/li>\n<li>Considering a UN-led international intervention
