Conditions in these displacement sites are extremely harsh: roughly 80 per cent of shelters are makeshift structures that offer limited privacy and protection from the elements, are packed closely together, and pose significant fire risks. Some displaced people have resorted to dangerous coping strategies, including sheltering in areas potentially contaminated with explosive ordnance or searching through rubble for firewood and other essentials. Humanitarian partners have repeatedly called for longer-lasting housing solutions and materials to be permitted entry, noting that current shelter materials deteriorate quickly given the context and offer limited protection.<\/p>\n<p>Prolonged displacement is compounding protection risks and psychological stress across the population. Children remain particularly exposed to explosive ordnance; gender-based violence and community tensions are increasing, with widows, female-headed households, large families, and persons with disabilities identified as especially vulnerable.<\/p>\n<p>In February, the Rafah crossing point reopened for limited movement of people for the first time in nearly 11 months, allowing for the resumption of medical evacuations through the only border crossing with Egypt. As of 18 February, 211 patients and 359 companions were evacuated, and 564 returnees were supported by the UN and partners with transportation, protection, medical assistance, and basic supplies. There have been multiple reports of ill-treatment of returnees during transit and protection risks persist.<\/p>\n<p>Despite the ceasefire, significant impediments to humanitarian access persist. Security incidents near the so-called &#8220;Yellow Line&#8221; have caused many civilian casualties. The Rafah crossing remains closed to humanitarian and commercial supplies. Entry of supplies from Egypt has remained critically low in recent weeks due to high rejection rates by Israeli authorities, and partners continue to call for the resumption of the Government-to Government (G2G) direct convoy modality from Jordan to enable larger-scale deliveries, including food.
