المؤتمر الإقليمي المشترك حول "المقاتلين الإرهابيين الأجانب - مواجهة التحديات الحالية"
ينظم مكتب الأمم المتحدة لمكافحة الإرهاب، و وحكومة المؤتمر الإقليمي المشترك الرفيع المستوى حول "المقاتلين الإرهابيين الأجانب - مواجهة التحديات الحالية". بالتعاون مع الرئاسة الألبانية لمنظمة الأمن والتعاون في أوروبا. وسيعقد الحدث في فيينا، النمسا، في 11-12 شباط/فبراير 2020.
الهدف العام لذا المؤتمر الذي يستمر يومين هو مواصلة الحوار حول الممارسات الجيدة والدروس المستفادة وخيارات السياسة في معالجة ظاهرة المقاتلين الإرهابيين الأجانب المتطورة بما يتوافق مع سيادة القانون وحقوق الإنسان.
يجمع ذا المؤتمر الإقليمي بين منسقين وطنيين لمكافحة الإرهاب أو ما يعادلها من كبار الخبراء والممارسين من الدول المشاركة في إلى جانب ممثلين من منظومة الأمم المتحدة والمنظمات الدولية والإقليمية والقطاع الخاص والمجتمع المدني والأوساط الأكاديمية.
جلسات المؤتمر
للمؤتمر خمس جلسات رئيسية:
- ردود على التحريض والتوظيف وتسهيل أنشطة المركز المتعدد الاختصاصات لمكافحة الإرهاب
- منع سفر مركز المتعدد الاختصاصات لمكافحة الإرهاب
- جمع وتبادل الأدلة
- مقاضاة المركز المتعدد الاختصاصات لمكافحة الإرهاب
- العودة إلى الوطن والتأهيل وإعادة الإدماج
بالإضافة إلى ذلك، ينظم مكتب الأمم المتحدة لمكافحة الارهاب والمركز العالمي للأمن التعاوني حدثا مدته يوما واحدا في اليوم السابق للمؤتمر. ويتم عرض نتائج ذا الحدث خلال المؤتمر.

خلفية المؤتمر
ذا المؤتمر الإقليمي الرفيع المستوى هو السابع في سلسلة من المؤتمرات الإقليمية. وتتابع هذه المؤتمرات أول مؤتمر رفيع المستوى للأمم المتحدة لرؤساء وكالات مكافحة الإرهاب في الدول الأعضاء، والذي عقد في نيويورك في حزيران/يونيه 2018 من قبل الأمين العام للأمم المتحدة أنطونيو غوتيريس لتعزيز التعاون الدولي لمكافحة التهديد المتطور للإرهاب. وتشترك البعثة مع الدول الأعضاء في مناطق مختلفة في المشاركة في تنظيم هذه المؤتمرات، التي تهدف إلى تعزيز التعاون الدولي والإقليمي لمنع الإرهاب ومكافحته والانتشار الأساسي للتطرف العنيف. وستغذي المؤتمرات المؤتمر الثاني رفيع المستوى للأمم المتحدة لرؤساء وكالات مكافحة الإرهاب الذي سيعقد في 1-2 حزيران/يونيه 2020 في نيويورك.

Conference sessions
The Conference has five main sessions:
- Responses to incitement, recruitment for and facilitation of FTF activities
- Preventing FTF travel
- Gathering and sharing of evidence
- Prosecution of FTFs
- Repatriation, rehabilitation and reintegration
In addition, a one-day civil society event is organized by UNOCT and the Global Center on Cooperative Security on the day preceding the conference. The conclusions of this event are presented during the conference.

Background of the conference
This Joint Regional High-level Conference is the seventh in a series of regional conferences. These conferences follow-up on the first UN High-Level Conference of Heads of Counter-Terrorism Agencies of Member States, which was convened in New York in June 2018 by UN Secretary-General António Guterres to strengthen international cooperation to combat the evolving threat of terrorism. UNOCT is partnering with Member States in different regions to co-organize these conferences, which aim to strengthen international and regional cooperation to prevent and counter terrorism and the underlying spread of violent extremism. The conferences will feed into the Second UN High-Level Conference of Heads of Counter-Terrorism Agencies to be held on 1-2 July 2020 in New York.
