Event Marking the International Year of Cooperatives in Iran

Your Excellency, President of the Islamic Republic of Iran,
Honourable Ministers and Ambassadors, 
Distinguished guests,

I am honoured to address this distinguished gathering in Tehran. 

In proclaiming the International Year of Cooperatives 2025, the United Nations General Assembly recognized the transformative role cooperatives play in promoting inclusive participation in economic and social development—especially among women, youth, older persons, persons with disabilities, and Indigenous Peoples. 

As democratic, values-driven enterprises, cooperatives empower individuals and communities to take ownership of their development. They not only create employment but further economic and social inclusion. 

I wish to highlight three important conditions:

First, a supportive legal and policy framework. Governments must enact legislation that protects cooperative identity and autonomy, and ensures fair competition, access to public procurement and tailored fiscal incentives.

Second, access to finance. A robust cooperative banking sector can improve access to finance and capital for cooperatives, individuals, and communities. Dedicated cooperative banks, credit unions, and blended finance mechanisms can help to bridge financing gaps. 

Third, education and capacity-building. Cooperative members and leaders must be equipped with skills in governance, financial literacy, and entrepreneurship. Youth engagement is particularly critical, as young people bring innovation and energy to the cooperative movement.

The Constitution of the Islamic Republic of Iran recognizes cooperatives as a pillar of its national economy. The importance given to cooperatives is seen in the work of the Ministry of Labor, Cooperatives and Social Welfare. The Iran Chamber of Cooperatives plays a vital role in representing the sector in high-level policy forums. These institutions and mechanisms reflect Iran’s commitment to fostering a vibrant and resilient cooperative sector aligned with its development goals. 

I encourage Iran to include representatives of the Cooperative movement in its delegation to the Second World Summit for Social Development on 4-6 November in Doha. The experience and commitment of Iranian cooperatives can enrich our global dialogue.

Excellencies, 

This International Year is more than a commemoration—it is also about mobilization. Cooperatives are building a more equitable and prosperous future in our cities, villages, schools, hospitals, farms, and factories. 

Let us champion their growth and ensure that they remain at the centre of our efforts to achieve a sustainable future and build a better world.
