Project Overview:
Strengthening Conservation of Primary Forests through Partnership Enhancement and Coordination of Support
The Department of Economic and Social Affairs (DESA) is spearheading the project 鈥淪trengthening Conservation of Primary Forests through Partnership Enhancement and Coordination of Support鈥� to bolster the work of the GFFFN in supporting the mobilization of resources for the conservation of primary forests. The overarching objective of this project is to prioritize the conservation of primary forests by elevating their importance in global discourse, including in MEAs, policies, investment decisions and reporting. This will be accomplished through knowledge packaging and dissemination and capacity development that will raise the visibility of primary forests among stakeholders, policymakers, and the public, transforming how they are perceived and ensuring their inclusion in forest financing strategies, conservation initiatives, and the global policy agenda.

Consultant Role
An international consultant will be engaged in carrying out detailed assessment to identify the opportunities, challenges, issues and way forward for mobilizing financing for the conservation of the primary forests focusing on key financing instruments.
Key Tasks
Task 1: Prepare a detailed framework of the assessment/study
- The international consultant carries out reviews of available documents and literature and conducts virtual initial consultations with the key partners to understand the existing situation.
- Based on the review and initial consultation, identify the scope of work, methods, and work plan to carry out the assignment.
Task 2: Carry out in-depth review and analysis of financing opportunities for primary forest conservations especially focusing on critical biome countries (Global Analysis)
- Analyze financing requirements, existing flow of finance, existing financing sources and financing gaps for the conservation of primary forests.
- Identify and analyze the financing instruments that are currently being adopted for the conservation of primary forests. The analysis should include in depth SWOT analysis, enabling factors for success of those instruments and factors making them failure
- Provide recommendations for financing mechanisms and step by step guidance to adopt the key financing instruments for primary forest conservation.
Task 3: Carry out in-depth analysis of financing for primary forests in one of the pilot countries.
- Review and national forest strategies, priorities and interventions for the conservation and management of primary forests in the country.
- Analyze financing requirements, existing financing flows and sources and financing gaps
- Analyze in depth the existing financing instruments using SWOT analysis including enabling factors
- Support to facilitate a national consultation and capacity building workshop
- Recommend the key financing instruments that are feasible for the country including requirements that need to be fulfilled to operationalize those instruments (such as, legal, technical, institutional etc)
