Comprehensive High-level Midterm Review of
the Implementation of the Doha Programme of Action

Doha, Qatar | March 2026

The Doha Programme of Action for Least Developed Countries for the Decade 2022–2031, in paragraph 309, invites the General Assembly to consider convening a comprehensive high-level midterm review of its implementation.

In response, the General Assembly, in its resolution 80/150, decided to convene the comprehensive high-level midterm review in Doha, State of Qatar, from 25 to 27 March 2027.

The Scope of the MTR

Best practices

(a) To undertake a comprehensive review of the implementation of the Doha Programme of Action by the least developed countries and their development partners, share best practices and lessons learned and identify obstacles and constraints encountered and actions and initiatives needed to overcome them, as well as new challenges and emerging issue.

Global partnership

(b) To reaffirm the global commitment to address the special needs of the least developed countries made at the Fifth United Nations Conference on the Least Developed Countries and to further strengthen the global partnership for development for least developed countries in all priority areas of the Doha Programme of Action in order to ensure the timely, effective and full implementation of the Programme of Action during the remainder of the Decade, while taking into account the 2030 Agenda for Sustainable Development as it relates to the least developed countries.

The Assembly also decided that that the Under-Secretary-General and High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States shall serve as the Secretary-General of the midterm review and shall be responsible for making the necessary arrangements for carrying out the work of the midterm review; and further underlines that the Office of the High Representative, as the focal point, in accordance with mandates given by the General Assembly in its resolution 56/227 of 24 December 2001, has the responsibility for ensuring that the preparations are carried out effectively and efficiently and for mobilizing and coordinating the active involvement of the organizations of the United Nations system;

In advance of the midterm review, a series of preparatory activities are being undertaken at the global, regional and national levels, including country- and regional-level reviews, thematic appraisals by relevant agencies, ministerial meetings, dedicated General Assembly and Economic and Social Council sessions, and engagement with the High-level Committee on Programmes (HLCP). Furthermore, the LDC Future Forum, the annual ministerial meeting of least developed countries and other thematic events will also feed into the preparatory process A ministerial meeting of least developed countries will be convened to provide a platform for them to coordinate their priorities and level of ambition for the midterm review.

The outcomes of these inclusive and broad-based reviews at the national, regional and global levels will inform the draft outcome of the midterm review, which will be in the form of a political declaration.

The President of the General Assembly will appoint two co-facilitators, one from a developed country and one from a developing country, whose mandate will be to oversee and guide informal intergovernmental consultations on all matters relating to the review and its preparatory process.

A two-day preparatory meeting will be convened by the President of the General Assembly no later than January 2027, at which the draft outcome document, in the form of a political declaration, will be considered.

Doha Programme of Action for LDCs

The (DPoA) manifests a new generation of renewed and strengthened commitments between the least developed countries and their development partners, including the private sector, civil society, and governments at all levels. The final text of the DPoA was adopted during the first part of the LDC5 conference on March 17, 2022 and endorsed by the General Assembly through resolution on April 1.

The second part took place in Doha from 5 to 9 March 2023. There, world leaders gathered with civil society, the private sector, young people and more to build the plans and partnerships deliver on the promise and ambition of the DPoA over the following decade.
