Voices of Transformation: Stories of Progress in the Implementation of the Doha Programme of Action (DPoA)
The for the decade 2022–2031 represents a "new generation" of strengthened partnerships for the world’s most vulnerable countries. This global compact serves as a blueprint for structural resilience, moving beyond traditional aid toward mutual accountability and global solidarity.
As we approach the Mid-term Review, the global community is transitioning from planning to measurable accountability. The Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UN-OHRLLS) is coordinating a flagship publication, Voices of Transformation: Stories of progress in the Implementation of the Doha Programme of Action (DPoA), to be launched at the Mid-Term Review (MTR) of the DPoA, scheduled for March 2027, in Doha, Qatar. We are looking for inspiring breakthroughs and success stories that showcases how the DPoA is being turned into tangible, lasting transformation for the over 1 billion people whose future depends upon its success. This publication seeks to collate evidence of progress, lessons learned, and success stories across all 44 LDCs, with a view to highlighting successful and replicable models and insights, serve as a curated platform for peer-learning, mutual inspiration, and shared accountability and help contribute to accelerated implementation throughout the second half of the DPoA.
What We Are Looking For
The Office of the High Representative (UN-OHRLLS) is seeking submissions of good practices, success stories, and lessons learned that highlight progress at the national, regional, and global levels. We seek narratives that address the six priority areas of the DPoA:
I. Investing in people in the least developed countries: eradicating poverty and building capacity to leave no one behind.
II. Leveraging the power of science, technology, and innovation to fight against multidimensional vulnerabilities and to achieve the Sustainable Development Goals.
III. Supporting structural transformation as a driver of prosperity.
IV. Enhancing international trade of the least developed countries and regional integration.
V. Addressing climate change, environmental degradation, recovery from the COVID-19 pandemic and building resilience against future shocks for risk-informed sustainable development.
VI. Mobilizing international solidarity, reinvigorated global partnerships and innovative tools and instruments: a march towards sustainable graduation.
Selection Criteria
To facilitate comparative analysis and ensure evidence-based stock-taking, submissions will be evaluated against the following criteria:
- Relevance to DPoA Priority Areas: Stories must clearly align with the core DPoA priorities.
- Impact and Measurable Results: Submissions should provide tangible evidence of positive outcomes for people in LDCs.
- Replicability and Scalability: Priority will be given to practices that can be adapted or scaled in other national or regional contexts.
- Innovation and Resilience: Preference will be accorded to innovative solutions that demonstrate resilience against compounding global challenges.
- Sustainability: Actions should demonstrate long-term viability and contributions to the 2030 Agenda and the SDGs, and beyond.
- Inclusivity and Partnerships: Stories should reflect global solidarity, mutual accountability, and the meaningful involvement of diverse stakeholders including those at greatest risk to be left behind.
