On 18 December 2025, the Counter-Terrorism Committee Executive Directorate (CTED) took part in the launch event hosted by the United Nations Global Counter-Terrorism Coordination Compact dedicated to the new Guidance on "Ensuring Respect for Human Rights while Taking Measures to Counter the Financing of Terrorism" issued with the support of relevant members and observers of the Compact’s Working Groups on Criminal Justice, Legal Responses and Countering the Financing of Terrorism, and on Protecting and Promoting Human Rights, the Rule of Law and Supporting Victims of Terrorism.

CTED welcomes the release by the Global Counter-Terrorism Coordination Compact of the guidance document on Ensuring Respect for Human Rights while Taking Measures to Counter the Financing of Terrorism

The United Nations Global Counter-Terrorism Coordination Compact released a new Guidance on Ensuring Respect for Human Rights while Taking Measures to Counter the Financing of Terrorism offering Member States, financial institutions, and other stakeholders a practical framework to ensure that efforts to prevent and disrupt terrorist financing fully comply with international human rights obligations.

Counter-Terrorism Committee Executive Directorate launches a joint trends report with the Organization for Security and Cooperation in Europe on critical infrastructure

On 18 November 2025, the Counter-Terrorism Committee Executive Directorate (CTED), in partnership with the Organization for Security Cooperation in Europe (OSCE), launched the “CTED-OSCE Trends Report Update: Physical protection of critical infrastructure against terrorist attacks” The launch event was hosted at the Permanent Mission of Norway to the United Nations and was co-hosted by the Permanent Mission of the Republic of Kazakhstan. In the Trends Report, CTED and OSCE examine trends and developments in international frameworks and national efforts to protect critical infrastructure from terrorist attacks since CTED’s 2017 Report on the same topic. 

Counter-Terrorism Committee Conducts First Comprehensive Assessment Visit to Austria

14 November 2025

The Counter-Terrorism Committee Executive Directorate (CTED) carried out its first comprehensive assessment visit to Austria, on behalf of the United Nations Security Council Counter-Terrorism Committee (CTC), from 10 to 13 November 2025. The purpose of the visit was to evaluate Austria’s progress in implementing key counter-terrorism measures pursuant to Security Council resolution 1373 (2001) and other relevant resolutions.

On 27 October 2025, the Counter-Terrorism Committee (CTC) convened to mark the 20th anniversary of its Executive Directorate (CTED). The open briefing gathered Member States, United Nations entities, international, regional and subregional organizations, civil society, academia, and counter-terrorism practitioners to reflect on CTED’s achievements, lessons learned, and its comparative advantage to support Member States in countering terrorism.
