The independent final evaluation of the Global Programme on Countering Terrorist Threats against Vulnerable Targets, funded by France, Spain and the State of Qatar, assessed the Programme’s relevance, coherence, effectiveness, efficiency, impact, sustainability, and integration of human rights, gender equality, disability inclusion, and leave no one behind (LNOB) considerations for the period 2020-2025. The evaluation found the Programme demonstrated strong strategic and thematic relevance and coherence, with substantial delivery volume engaging multiple countries and stakeholders, contributing to increased awareness and preparedness and establishing useful foundations for continued engagement through networks, partnerships, and knowledge resources. The evaluation generated six recommendations that will guide the Programme’s next phase, supporting enhanced institutional uptake and outcome-level performance measurement.
