Tech for Victims of Terrorism

New and emerging technologies will transform support for victims of terrorism worldwide. From mental health tools enabled by Artificial Intelligence to joined-up service referral systems, the United Nations Office of Counter-Terrorism (UNOCT) is exploring new solutions to the most critical gaps in survivor care.

The "Tech for Victims of Terrorism" project is a first-of-its-kind initiative, led by UNOCT through the Global Victims of Terrorism Support Programme implemented by the United Nations Counter-Terrorism Centre (UNCCT). Underpinned by the United Nations Global Counter-Terrorism Strategy, this project explores how technology can be leveraged to improve and expand the assistance available to victims, aligning digital tools with survivor needs to establish a clear path for safe, responsible, and victim-centred digital innovation.

The first phase of this project is being implemented in 2026 with the generous financial support of the German Federal Foreign Office.

Gap Analysis of Digital Tools to Support Victims of Terrorism

The Gap Analysis of Digital Tools to Support Victims of Terrorism identifies the most critical gaps in victim support and survivor care that can be addressed through digital innovation. The report defines promising use-cases for emerging technologies for providing services, supporting justice and accountability, protecting against revictimization, and fostering peer support and victim empowerment.

2026 Expert Working Groups

Following the launch of the Gap Analysis, UNOCT issued a global call for nominations for its 2026 multisectoral Working Groups. These five working groups bring together experts to refine victim-centred design principles and inform a new Toolkit for Technology-Enabled Support to Victims of Terrorism.

The 2026 Working Group themes include:

  • How to co-design digital tools with victims of terrorism and affected communities;
  • How to design multilingual and culturally adaptive tools for victim support;
  • How to design for victims in low-connectivity and low-resource contexts;
  • How to ensure the safety and security of victim data in connected systems;
  • How to create a safer internet for victims of terrorism.

Working Group meetings will be held from June to November 2026.
