2026-2028 UNOCT Strategic Plan and Results Framework

The UNOCT Strategic Plan and Results Framework, adopted in December 2025 and covering the period 2026-2028, is intended to operationalize the mandate given to the Office by the General Assembly in its resolution 71/291 and successive reviews of the United Nations Global Counter-Terrorism Strategy. The three-year Plan introduces the Office’s vision, mission, strategic goals, and values; sets out how the Office will organize itself to meet these goals according to its institutional priorities; describes the policy leadership, coordination and coherence, capacity-building, and monitoring and evaluation work of the Office; and establishes a Results Framework guided by a theory of change. The Plan’s implementation will be subject to systematic monitoring through a mid-term and final review, to generate lessons for organizational learning, enhance the effectiveness of mandate delivery, and ensure accountability and transparency.

This publication was prepared by the United Nations Office of Counter-Terrorism (UNOCT) as a summary of the key outcomes and practical insights generated during the Parliamentary Training Course on “Legislative and Policy Measures to Prevent and Counter the Use of Artificial Intelligence and New Technologies for Terrorism and Violent Extremism Purposes,” held in Manila, Philippines, from 11 to 13 February 2026. The Training Course was organized with the support of the Shura Council of the State of Qatar, in close cooperation with the ASEAN Inter-Parliamentary Assembly (AIPA) and the House of Representatives of the Philippines.

The Technical Guide responds to calls from the United Nations General Assembly and the Security Council to strengthen the protection of vulnerable targets, including transport hubs. It consolidates good practices, methodologies and tools from around the world to assist Member States in preventing, mitigating, responding to and recovering from terrorist threats while ensuring compliance with international human rights law. It was made possible thanks to the financial support from the State of Qatar, under the umbrella of the United Nations Global Programme on Countering Terrorist Threats against Vulnerable Targets.

Navigating the Nexus: Good Practices at the Intersection of Maritime Security and Counter-Terrorism in Africa is a landmark pan-African reference. Developed by the United Nations Office of Counter-Terrorism. Drawing on regional expertise and real-world experience, this publication presents practical, adaptable good practices to address the growing convergence of maritime insecurity, terrorism, and transnational organized crime across Africa. Covering key regions including Eastern and Southern Africa, the Indian Ocean, and the Gulf of Guinea, the compendium offers policymakers, maritime authorities, security practitioners, and international partners 24 immediately actionable good practices. An annex provides step-by-step guidance to prevent terrorist movement and enhancing maritime border security. The Global Parliamentary Conference on Counter Terrorism and the Prevention of Violent Extremism Report 2025 outlines the key results of the conference held on 7–8 October 2025 in Istanbul, Türkiye. The event brought together over 150 participants from 55 countries, including parliamentarians, 16 parliamentary assemblies, UN representatives, civil society organizations, and academic experts. Organized with the support of the Shura Council of the State of Qatar, the conference provided a forum for legislators to exchange experiences, examine emerging threats, and promote coherent, rights based legislative and oversight measures to address terrorism and prevent violent extremism.

This Operational Guide on Crowd Management for Major Sporting Event Security was developed by the United Nations Office of Counter-Terrorism (UNOCT) through its Global Programme on the Security of Major Sporting Events and the Promotion of Sport and Its Values as a Tool to Prevent Violent Extremism, with contributions from Member States, international and regional organizations, sports federations, civil society, law enforcement agencies, academia, the private sector, and experts in event operations and behavioural science. The Guide draws on evidence-based practices, international standards, and lessons learned from recent major events worldwide. UNOCT 2024 ANnual Report Cover
The UNOCT Annual Report 2024 marks the first-ever Office-wide consolidated report, showcasing the achievements of its work to prevent and counter terrorism with focus on Africa. It highlights key results across its 17 global programmes, delivered in partnership with 140 Member States, and reaching more than 10,000 beneficiaries worldwide. The report presents both the progress made in 2024, and opportunities ahead to strengthen the impact of collective counter-terrorism efforts. These include the ninth review and 20th anniversary of the UN Global Counter-Terrorism Strategy (GCTS), the development of UNOCT’s next Strategic Plan (2026–2028), and the broader UN80 initiative. Level Up – Gaming and Violent Extremism in Africa aims to deepen understanding of online harms in gaming spaces, particularly in the context of violent extremism. It frames the gaming landscape in Africa and examines online harms, as well as the ways in which violent extremist actors may exploit gaming environments for propaganda, recruitment, and financing. It also identifies strategies and actions to prevent and address these phenomena, proposing a strategic framework built around three complementary pillars: Prevent, Detect, and React. This publication is a timely contribution to safeguarding gaming spaces and harnessing their potential to support peace, security, and development across the continent. It is the product of a joint research initiative by United Nations Interregional Crime and Justice Research Institute (UNICRI) and UNOCT with financial support from Italy.

This guidance on “Ensuring Respect for Human Rights while Taking Measures to Counter the Financing of Terrorism” is issued by the Counter-Terrorism Compact Working Groups on Criminal Justice, Legal Responses and Countering the Financing of Terrorism (CJLR-CFT) and Human Rights, Rule of Law and Victims of Terrorism (HRRoL-VoT). The preparation of the Guidance was co-led by the Counter-Terrorism Committee Executive Directorate (CTED) and Office of the United Nations High Commissioner for Human Rights (OHCHR) within the United Nations Global Counter-Terrorism Coordination Compact Framework.

The United Nations International Conference on Victims of Terrorism, co-organized by the United Nations Office of Counter-Terrorism (UNOCT) and the Kingdom of Spain, was held on 8 and 9 October 2024 at the Palacio de Congresos Europa in Vitoria-Gasteiz, Spain. Held under the overarching theme of “Education as a Tool for Prevention, Peacebuilding, and Empowerment of Victims of Terrorism,” the conference discussed the role of victims and survivors of terrorism as educators, peacebuilders and agents for change. The event also served as a platform to examine how education can empower victims, support their rights, and contribute to efforts to prevent and counter violent extremism conducive to terrorism. UN Global Counter-Terrorism Strategy

The UN General Assembly adopted by consensus the on 8 September 2006. The strategy is a unique global instrument to enhance national, regional and international efforts to counter terrorism. The General Assembly reviews the Strategy every two years, making it a living document attuned to Member States’ counter-terrorism priorities.
