Africa Regional Ministerial Mid-term Review of the DPoA

As the DPoA reaches its midpoint in 2026, the General Assembly resolution 80/150 decides to convene the comprehensive high-level mid-term review in Doha, Qatar, from 25 to 27 March 2027 at the highest possible political level. The resolution also decided that the Under-Secretary-General and High Representative for LDCs, LLDCs and SIDS shall serve as the Secretary-General of the midterm review and shall be responsible for making the necessary arrangements for carrying out the work of the midterm review.

The resolution requests the Secretary General to make all necessary arrangements to support an inclusive, well prepared and result oriented review process. The midterm review is mandated to:

  • Take stock of progress in implementing the DPoA at the national, regional and global levels, including in relation to sustainable and irreversible graduation.
  • Identify gaps, emerging and persistent challenges, and the impacts of multiple crises on LDCs.
  • Recommend concrete measures, initiatives and partnerships to accelerate implementation in the remaining years of the decade, including through enhanced support from development partners and the UN system.

Resolution 80/150 stresses the importance of regional and subregional perspectives and invites the organization of regional preparatory meetings, in cooperation with the relevant regional commissions and organizations, as integral components of the midterm review process. These meetings are expected to be inclusive, participatory and evidence based, with the meaningful engagement of LDC governments, development partners, the UN system, regional bodies, international financial institutions, civil society, youth and the private sector.

This regional preparatory meeting provides a critical platform to evaluate progress, identify emerging challenges and recalibrate strategies for LDCs in the Africa region for the remainder of the decade of the Programme of Action.

Objective

The primary goal of this regional Mid-term Review is to undertake a comprehensive assessment of the DPoA implementation in the Africa region during its first five years (2022–2026). The specific objectives are to:

  • Evaluate Progress and Gaps: Assess progress made in Africa LDCs against the DPoA’s six focused areas, specifically identify critical implementation gaps, including limited structural transformation, widening digital divides, and persistent socio-economic disparities.
  • Strategize for Sustainable Graduation: Address the specific vulnerabilities of graduating countries by formulating and implementing smooth transition strategies to manage the withdrawal of international support measures and prevent a reversal of development gains.
  • Mobilize Partnerships and Action: Strengthen regional cooperation, including South-South and triangular cooperation, and identify the resources required to accelerate the achievement of the Sustainable Development Goals and the DPoA targets by 2031.
