Join Our Global Working Groups on Tech for Victims of Terrorism

The United Nations Office of Counter-Terrorism (UNOCT) is launching a global call for nominations for its 2026 multisectoral Working Groups under the Tech for Victims of Terrorism initiative.

Bringing together participants from across sectors and regions, these Working Groups will help shape how new and emerging technologies can better support victims and survivors of terrorism. Their engagement will contribute to the development of a new Toolkit for Technology-Enabled Support to Victims of Terrorism, establishing a clear path for safe, responsible, and victim-centred digital innovation.

To drive this initiative forward, working groups will explore the following five themes:

  1. Co-designing digital tools with victims of terrorism and affected communities;
  2. Developing multilingual and culturally adaptive digital tools to support victims of terrorism;
  3. Designing digital tools for victims of terrorism in low-connectivity and low-resource contexts;
  4. Ensuring the safety and security of data relating to victims of terrorism in connected systems;
  5. Creating a safer internet for victims of terrorism.

Who we are looking for

We are seeking diverse and dynamic contributors who share the belief that new technologies, when applied responsibly, can help ensure that victims and survivors of terrorism are supported wherever they are, including in underserved and high-need contexts.

If you are a researcher, a tech innovator, a victims’ advocate, a practitioner or a policymaker working on social impact tech, co-design with local communities, multilingual and multicultural AI, innovation in low-connectivity contexts, AI and data safety and security, online content moderation, countering online misinformation or deepfake detection, we want to hear from you!

Working Group meetings will be held from June to November 2026 and participation will require a commitment of roughly 10-hour voluntary time over this period. Meetings will be held online and in English, with scheduling designed to accommodate participation across time zones.

The Tech for Victims of Terrorism initiative

  • The “Tech for Victims of Terrorism” projectis a first-of-its-kind initiative, led by UNOCT through the Global Victims of Terrorism Support Programme implemented by the United Nations Counter-Terrorism Centre (UNCCT).
  • These Working Groups build on the findings of the Gap Analysis of Digital Tools to Support Victims of Terrorism, which was launched on 30 April 2026. The first phase of this project is implemented with the financial support of the German Federal Foreign Office.

The Global Victims of Terrorism Support Programme

  • The United Nations Global Counter-Terrorism Strategy underpins UNOCT’s approach to support victims of terrorism. It calls on Member States to ensure that the physical, medical and psychosocial needs of victims are met, and to develop comprehensive assistance plans to address the immediate, short-term and long-term needs of victims of terrorism and their families.
  • Since its launch in 2018, the Global Victims of Terrorism Support Programme has been standing in solidarity with victims of terrorism – amplifying their voices and their role in preventing and countering violent extremism conducive to terrorism, establishing stronger mechanisms to provide practical resources to victims and survivors, and strengthening the capacity of Member States and civil society organizations to uphold victims’ rights and meet their needs.
