
Summary Terms of Reference for the Evaluation of the United Nations system coordination in the Sahel (2013-2025)

In 2013, the Secretary-General developed the United Nations Integrated Strategy for the Sahel (UNISS), pursuant to Security Council resolution 2026. From 2013 to 2025, the UN system put in place a range of modalities for the operationalisation and coordination of the UNISS, amid a shifting operating landscape.
The UNSDG System-Wide Evaluation Office (SWEO) is undertaking an independent, rapid system-wide evaluation of UN coordination arrangements in the Sahel in the context of the shifting landscape, the conclusion of the assignment of the Special Coordinator for Development in the Sahel (December 2025), and relevant work packages of the UN80 Initiative.
The evaluation combines accountability and learning objectives, assessing how the UN system has organized, governed, financed, and communicated cross-pillar and development coordination in the Sahel. It adopts a forward-looking approach, examining options and scenarios for transition and “reset”.
